Approve Agreement with Tetra Tech, Inc., for <br />First Street Pedestrian Improvements PS&E <br />January 21, 2020 <br />Page 2 <br />NAME OF FIRM RANKING <br />Tetra Tech, Inc. <br />1 <br />Willdan Engineering 2 <br />NV5, Inc. <br />191 <br />KOA Corporation 4 <br />Cordoba Corporation 5 <br />The proposal by Tetra Tech, Inc., demonstrated necessary labor capacity and deliverables to <br />complete the required services on an expedited grant funding deadline. The firm's rates are <br />reasonable and within industry standard, the team qualifications are appropriate for this Active <br />Transportation Program project, and the proposal was found to provide the best value for the City. <br />The proposed fee, in the amount of $399,998, plus a 10 percent contingency of $40,000, yields a <br />recommended not -to -exceed total contract amount of $439,998 (Exhibit 1). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 - Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy A (develop a complete inventory of all assets to determine the scope of <br />improvements needed to sustain the City's current infrastructure investment), and Strategy F <br />(perform periodic measurements to monitor and update each asset's condition and ensure <br />adequate funding for repair and/or replacement costs in future budgets). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />Funding in the amount of $439,998 is budgeted in the approved Fiscal Year 2019-20 Capital <br />Improvement Program (Project No. 19-6944), in the Active Transportation Program grant fund <br />(Account No. 14817614-66220) and is available for estimated expenditures as follows: <br />25K-2 <br />
