FIRST STREET PEDESTRIAN IMPROVEMENTS PS&E <br />RFP NO.: 10-110 <br />and active transportation Capital Improvement <br />Projects. The development of PS&E for the <br />pedestrian facility will consider the connections and <br />access points, and these additional relevant design <br />standards: <br />• Manual on Uniform Traffic Control Devices <br />(MUTCD), part 9 and California Supplement <br />• Americans with Disabilities Act <br />• Non -Motorized Technical Reference Guide, Caltrans <br />(2005) <br />• Caltrans Standard Plans and Specifications <br />• Standard Specifications for Public Works <br />Construction (2012 Edition) <br />• City of Santa Ana Standard Plans <br />• Relevant State Local Assistance Procedure Manuals <br />and requirements <br />• Regulatory and permit requirements as required <br />and confirmed by the consultant <br />Pre -Final Design (95% PS&E) <br />Following City review of the 60% PS&E, the team will <br />incorporate City comments and advance the design <br />documents to a 95% submittal completion level. The <br />95% submittal will include final plans, specifications, <br />and estimates (PS&E). Prior to submittal to the City, <br />we will perform 1) a thorough interdisciplinary review, <br />and 2) a quality control check, checking against <br />the basis of design and the applicable codes and <br />requirements. <br />Delivering a Design Within Budget <br />Perhaps most importantly, the Tetra Tech team is <br />committed to delivering a project that not only <br />meets or exceeds the expectations of the City and <br />the community, but will accomplish this within <br />the allocated construction budget. To meet this <br />requirement, the Tetra Tech team will maintain a <br />running cost estimate of the overall project, and will <br />coordinate work closely with Mr. Jason Fussel, the <br />Tetra Tech Quality Assurance/Quality Control (QA/QC) <br />Manager. <br />Final Design (100% PS&E) <br />Upon direction from the City's Project Manager, and <br />based on the review comments on the 95% PS&E, the <br />community, City and other stakeholder input, we will <br />develop the final construction plans, specifications, <br />and estimates (PS&E). All PS&E deliverables will pass <br />our internal quality control process and will meet <br />the standards and requirements of the City, Caltrans, <br />and the grant. After going through our thorough <br />and established quality control process, Tetra Tech <br />will submit 100% PS&E, along with back-up design <br />calculations, models, and technical reports for review <br />and approval. Each submittal will be made on time <br />in accordance with the schedule. We will provide <br />construction specifications for the work, and will <br />thoroughly review the specifications against the plans <br />to ensure their coordination. An opinion of costs will <br />be provided by professional cost estimators with a <br />detailed breakdown of work elements, unit prices, and <br />total costs, and will include references for chosen unit <br />costs at each submittal. Our team will offer recom- <br />mendations for cost savings. The drawings and calcu- <br />lations will be signed and sealed by the Project Man- <br />ager or Engineer registered in the State of California. <br />Bid Support <br />The City will gain from the Tetra Tech team's <br />extensive experience in the preparation of quality <br />bid documents to obtain uniform bids. We strive to <br />reduce the need for changes and addenda and will <br />offer recommendations on pay items to cover all of <br />the potential work. The City will also benefit from our <br />support during the bid process to offer clarifications, <br />and utilize our experience evaluating contractor bids <br />to identify unbalanced bids or other issues. <br />Quality Control/Quality Assurance <br />At Tetra Tech, our methods and techniques for quality <br />control (QC) are employed in all phases of work to <br />ensure that the quality requirements are fulfilled for <br />our clients. Quality assurance (QA) is integral to our <br />culture and processes and is ingrained in each task to <br />be properly implemented. Our CA process has been <br />responsible for driving down the lead time for project <br />delivery and reduces the overall cost of the project <br />by minimizing quality checks, rework and agency <br />delays. The quality check process is a formalized step <br />in the delivery process that requires all documents <br />and deliverables to go through an independent <br />review prior to release. Checklists, formal comment/ <br />response forms, and redlined QC stamped sets are <br />integral to the quality check.
