Proposal for <br />References <br />Please refer to the client references provided in the prior description of relevant projects. <br />Scope of Services and Schedule <br />The qualified Tetra Tech Team will provide the services <br />as listed in RFP No. 19-110 and as further described <br />below to the City's satisfaction while employing best <br />industry practices and best management practices. In <br />general, the Tetra Tech team will prepare construction <br />plans, specifications and an engineer's cost estimate <br />for the First St Pedestrian Improvements Project <br />between Flower Stand Standard Ave. <br />TASK 1.0 PROJECT MANAGEMENT AND <br />COORDINATION <br />Tetra Tech will be fully responsible for the overall <br />management and coordination for the project, <br />including organizing and coordinating the project <br />kick-off and on -going team meetings, serving as the <br />liaison with affected agencies and utility purveyors, <br />preparing progress reports and schedule updates, <br />securing permits for all field studies and other <br />required permits from other agencies, and providing <br />oversight so that state -level ATP Grant funding <br />requirements are regularly met. Our team will <br />be completely engaged with the City throughout <br />the duration of the Project. Project meetings and <br />reporting requirements will generally consist of: <br />Kick-off Meeting — Following award of the contract, <br />Tetra Tech will schedule a project kickoff meeting <br />between City staff and key team members followed <br />by a site walk. Tetra Tech will provide an agenda <br />in advance of the meeting and distribute meeting <br />minutes for City review following the meeting. <br />Milestone Meetings — A total of four (4) meetings will <br />be scheduled to occur following each of the milestone <br />submittals. Tetra Tech will provide an agenda in <br />advance of each meeting and distribute meeting <br />minutes for City review following each meeting. <br />Teleconference Meetings — A tota I of five (5) <br />teleconference progress or coordination meetings <br />have been assumed. <br />Progress Reporting - Progress Reports will be <br />regularly submitted to the City and with all Invoices. <br />Invoices will include the State's project number and <br />City's Activity Code(s) with a summary of work billed <br />for in the current invoice, a summary of all work billed <br />previously and as compared to the remaining project <br />budget. <br />Project Schedule - Tetra Tech will prepare the project <br />schedule in Microsoft Project format utilizing the <br />Caltrans Work Breakdown Structure (WBS). The <br />project schedule will be updated and distributed <br />at the kick-off and milestone meetings. The project <br />schedule will show key tasks and subtasks. <br />TASK 2.0 PRE -DESIGN <br />Prior to the development of the PS&E, the following <br />pre -design services will be performed. <br />Records and Utility Research <br />Tetra Tech will conduct on -site investigations to <br />evaluate existing field conditions and research <br />right of way and utility information pertinent to the <br />project including utility plans, as -built plans and <br />record drawings, and right-of-way data. Tetra Tech <br />will identify existing and proposed facilities within the <br />project's limits and potential conflicts. If utility con- <br />flicts are identified, Tetra Tech may recommend <br />potholing of utilities as an optional scope item. Utility <br />conflict plans and notices will be prepared and sent to <br />utility purveyors to coordinate and resolve potential <br />conflicts. At a minimum, Tetra Tech will coordinate <br />with all utilities and agencies registered with DigAlert <br />in the project limits. The list will be supplemented <br />with other utility agencies listed on the City's latest <br />utility contact list. Upon completion of this task, <br />an existing utility and right-of-way base map will be <br />prepared for use in the Final Design. <br />Survey <br />Tetra Tech will perform the required topographic and <br />property line surveys for the project area along First <br />St. within the public right-of-way. The westerly limits <br />of the survey will extend 100 feet past the curb return <br />at the intersection with Olive St, and the easterly <br />limits will extend 100 feet past the curb return at the <br />intersection with Standard Ave. The northern and <br />CITY OF SANTA ANA 2 5K.162 <br />
