FIRST STREET PEDESTRIAN IMPROVEMENTS PS&E <br />RFP NO.: 10-110 <br />by field inspectors during construction. All quantity <br />calculations will be checked during our QA/QC <br />process prior to each of the 60%, 95% and 100% PS&E <br />submittals. <br />Construction Document Submittal Format <br />Tetra Tech will provide the 30%, 60%, 95%, and 100% <br />PS&E submittal documents for review and approval. <br />The submittal package will include: <br />• Four (4) sets of full size (24"x36") plans, along <br />with electronic pdf copies. 100% plan sets will be <br />signed and sealed, and MicroStation electronic <br />copies will be provided for the 100% submittal <br />• Electronic copies of General and Special Provisions <br />in MS Word. The documents will be provided <br />showing tracked changes for the 30%, 60%, and <br />95% submittals. <br />• Electronic copies of cost estimate <br />• Electronic copies of design check calculations <br />(starting at 60% submittal) and reports. Draft <br />WQMP to be provided at 60% Submittal and Final <br />WQMP at 95% Submittal. <br />• Tetra Tech will provide the Final PS&E documents <br />for review and approval of the City in both <br />hardcopy and electronic copy per the RFP <br />requirements, and they will be ready to advertise <br />the project for construction. <br />TASK 4.0 WQMP <br />Tetra Tech will prepare a Water Quality Management <br />Plan in accordance with the requirements from <br />the Orange County Technical Guidance Document <br />(TGD), dated December 2013, prepared in response <br />to the permit requirements from the Santa Ana <br />Regional Water Quality Control Board. Per the TGD <br />requirements, the project will comply with USEPA's <br />Green Streets standards to the maximum extent <br />practicable. The WQMP will be prepared using the <br />County's standard template. Submittals will consist <br />of a draft and final version of the WQMP document. <br />Based on preliminary soil evaluations, infiltration <br />BMPs appear to be feasible for this project. However, <br />the City has indicated infiltration is not anticipated to <br />be feasible at the site based on past experience, and <br />the project will instead utilize proprietary biofiltration <br />B M Ps. <br />Tetra Tech will be available to respond to questions or <br />items requiring interpretation in the <br />drawings or specifications that are discovered during <br />the bidding period. A total of eight (8) labor hours has <br />been allocated to support the answering of questions <br />during the bid period if necessary. Our design team <br />will also provide the following construction support <br />services. <br />• Tetra Tech will attend the pre -construction <br />meeting with the successful construction <br />contractor upon notification by the City. <br />• Tetra Tech will attend up to four (4) field visits, <br />while TAGC will attend up to two (2) field visits. <br />• Tetra Tech will answer up to five (5) requests for <br />information (RFI) from the Contractor during the <br />construction period, while TAGC will answer up to <br />three (3) RFIs. <br />• Tetra Tech will reveiw up to eight (8) submittals <br />or shop drawings required to support the <br />construction contract, while TAGC will review <br />up to four (4) submittals or shop drawings. The <br />scope includes up to two (2) reviews for each <br />shop drawing or submittal. Shop drawings or <br />submittals requiring more than two (2) reviews <br />will be counted as additional shop drawing or <br />submittal review. <br />Schedule <br />Tetra Tech will meet the schedule requirements of <br />the ATP Grant. Based on the assumed Project Design <br />Award Date of January 2nd, 2020, we can commit to <br />the included schedule for completion of the design <br />services in April 2020. Exhibit 1 on page 19 shows our <br />task sequence and major milestones. A few key ele- <br />ments of the schedule to note include the following: <br />• Durations are in working days. <br />• The schedule may vary based on the actual notice to <br />proceed date and the client review times. <br />• Five (5) working days have been provided for the <br />City's review of the milestone submittals, except for <br />the 30% PS&E submittal. It has been assumed the <br />30% PS&E submittal will be reviewed and approved <br />during the 30% PS&E milestone meeting. <br />• Due to the accelerated PS&E schedule, there is not <br />any float in the schedule. <br />• Preparation of the 30% PS&E will commence prior to <br />the completion of the pre -design phase. <br />2 ryKy7{ % TETRA TECH <br />
