EXHIBIT 1 <br />RESOLUTION NO. 2020-xx <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA ADOPTING THE MITIGATED <br />NEGATIVE DECLARATION (MND) AND <br />MITIGATION MONITORING AND REPORTING <br />PROGRAM FOR THE CALVARY CHURCH MASTER <br />PLAN PROJECT AT 1010 AND 1100-B NORTH <br />TUSTIN AVENUE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. In October 1931, Calvary Church of Santa Ana was established. Over the <br />years, the Church continued to operate at various locations throughout the <br />City. In April 1962, Calvary Church opened at their current location at 1010 <br />North Tustin Avenue. <br />B. In 2009, the Church first approached the City with the intent to have a master <br />plan of development approved for the campus. However, due to the <br />recession, the proposal was put on hold. In 2018, the Church formally <br />submitted an application for the Calvary Church Master Plan. The plan <br />includes the demolition and/or partial demolition of four buildings and the <br />construction of three new buildings. Overall, the square footage on the <br />campus would increase by approximately 40,000 square feet. <br />C. The proposed project is required to undergo an environmental review <br />pursuant to the California Environmental Quality Act (CEQA) (California <br />Public Resources Code §§ 21000 et seq.) and the CEQA Guidelines. An <br />Initial Study and Mitigated Negative Declaration and were prepared for the <br />project. Impacts related to air quality, biological resources, cultural and tribal <br />cultural resources, geology and soils, greenhouse gas emissions, hazards <br />and hazardous materials, hydrology and water quality, noise, public services, <br />transportation/traffic, and utilities and service systems are found to be less <br />than significant with the implementation of mitigation measures. The <br />remaining environmental topics that were analyzed pursuant to CEQA were <br />found to have a less than significant impact or no impact. <br />D. The Notice of Intent and the public review and comment period for the MND <br />was from June 8, 2018 to June 27, 2018. Public comments were received and <br />have been incorporated as part of the MND and are incorporated herein by <br />reference. <br />75B-5 <br />
