Honorable Mayor PUlido <br />Santa Ana City Council <br />November 18, 2019 <br />Page 6 <br />INCONSISTENCIES WITH LAND USE ELEMENT <br />The Land Use Element is divided into five sections: Purpose & Scope, Community <br />Factors, Policy Plan, Implementation Plan, and Appendix. Excerpts of the Land Use <br />Element relevant to this objection are cited below: <br />Community Factors <br />• "A key role in shaping [the] future growth and redevelopment, the Land Use <br />Element perpetuates positive land uses and promotes development which <br />supports a high quality of life throughout the community." (Land Use <br />Element, at p. 5, emphasis added,) <br />• "Many of the City's land use characteristics are directly related to its <br />historic position as one of Orange County's earliest pioneer settlements." (Ibid, <br />emphasis added.) <br />The City is the fifth largest city in Orange County, of which 58% of its 27.3 square miles <br />is devoted to residential development. (Id., at p. 6.) <br />Policy Plan <br />• Land Use Goal 3: "Preserve and improve the character and integrity of <br />neighborhoods." (Land Use Element, at p. 9.) <br />Land Use Goal 6: "Reduce residential overcrowding to promote public health <br />and safety." (Ibid.) <br />Land Use Policies <br />• Policy 1.2: "Support high density residential development within the City's <br />District Centers as a part of mixed use development." (Id., at p. 10.) <br />• Policy 2.2: "Support new development which is harmonious in scale and <br />character with existing development in the area." (Id., at p. 11.) <br />• Policy 3.1: "Support development which provides a positive contribution to <br />neighborhood character and identity," (Id., at p. 12.) <br />• Policy 3.5: "Encourage new development and/or additions to existing <br />development that are compatible in scale, and consistent with the <br />architectural style and character of the neighborhood."
