(ibid.) <br />INCONSISTENCIES WITH HOUSING ELEMENT <br />The Housing Element introduces the City's housing needs and contains an analysis of <br />resources to address those needs. (Housing Element, at p. 2.) Excerpts of the Housing <br />Element relevant to this objection are cited below: <br />COMMUTE PATTERNS <br />• "[Tjhe majority of employed Santa Ana residents work outside of the City, <br />approximately 20 percent work within the City." (Housing Element, at p. 13.) <br />NEIGHBORHOOD CHARACTERISTICS <br />• "Approximately 70 percent of all residential areas within the City are single-family <br />residential neighborhoods. Many of these neighborhoods are established and <br />well maintained, and several neighborhoods contain state and local historic <br />resources." (ld., at p. 15.) <br />"To protect and stabilize residential neighborhoods, support the City's <br />economic base, and provide housing for the local workforce, Santa Ana is <br />developing new residential neighborhoods in District Centers close to <br />employment centers. These District Centers include the Metro East Mixed Use <br />Overlay Zone, MacArthur Place, Downtown Santa Ana, City Place, and similar <br />locations. [... j These residential neighborhoods are intensely urbanized, <br />transit oriented, and explicitly designed to support a full array of housing <br />needs in Santa Ana." (Ibid., emphasis added.) <br />AVAILABLE LAND FOR HOUSING <br />• "The City has identified areas for future development and mixed uses within its <br />District Centers and transit corridors. [...j The sites are specifically chosen to <br />create distinct and vibrant activity centers linked together with a variety of <br />transportation options."
