November 7 2019 <br />To the Mayor and Council, <br />On July 17+18 the Church of Jesus Christ of Latter-day Saints at 2500 N Bristol Santa Ana started <br />a plan to resurface their parking lot. The first step was to wire brush the entire parking lot with <br />a bobcat tractor with a power wire brush to remove the over 5 layer of asphalt slurry. On the <br />18`h of July the contractor started at 6 am blowing dust and making noise. I called the Santa <br />Ana police with a dust and noise complaint,ln unit to arrive at 6:33 am, Officer Holcomb <br />confirmed that Santa Ana has a 8 am start time and contractor could start work at that time. <br />When asked about my dust complaint the officer said "we don't do anything about dust". <br />Officer left parking lot at 6:55 am. <br />At 7:02 1 called the South Coast Air Quality Management District (AQMD). Complaint # 300543 <br />The Inspector arrive at 2500 n Bristol at 7:30 am (what happen to a 8:00 am start time?) and <br />observed the dust and informed the contractor to use better dust control on site. At 8:20 am I <br />was on phone with Inspector with her telling me that the contractor was told to watch his dust <br />and had turned down equipment that was blowing asphalt dust. I informed her that I was <br />looking at the parking lot and it looked like they were blowing a lot of asphalt dust and the dust <br />plume was over 20 ft high. <br />Over the next 4 days I spoke with several different people with the city and county fire <br />department to no avail. We even had the big fire truck out 2 times to look at the asphalt dust <br />on Sharon Rd. <br />Monday 22 JULY <br />Clean up Contractor was informed by Craig Foster of Santa Ana public works to clean up the <br />1300 block of Sharon rd . Contractor used a HEPA vacuum to clean right of way. <br />Was suggested by the city that I work with Scott Kutner, Senior community Planner, on trying <br />to fix and understand what went wrong. <br />I also sent a sample of the asphalt dust to EMSL ANALYTICAL inc the result were 34.7% <br />Crystalline, Silica and 2.1 % Cristobalite Silica over 36 times the amount allow by Cal OSHA on a <br />job site. <br />Oct. 28 thru 31 <br />Church decided to mill X inch off the asphalt and slurry to get to solid asphalt using water as <br />dust control.. I did not observe the work that day. <br />On the 291h I did observe dust crossing the walls on the back yard of the 2500 block of Poplar St. <br />I called AQMD to file a complaint #305111 <br />
