<br />Manager and the project: design team (PDT) to
<br />discuss all aspects of the tasks, goa Is, objectives,

<br />management plan with.a work plan, including a well-
<br />defined scope of'work, staffing plan, stakeholder list,
<br />schedule, and budget for the City Project Manager's
<br />review and approval. Following approval, the Toro
<br />Tech team will commence work lay implementing
<br />our proven work plan, systems, and procedures in
<br />accordance with the contract.
<br />Mr. Schreiner will ensure that all subconsultant staff
<br />are performing according to the City's expectations.
<br />The City will benefit from our team's ability and flexi-
<br />bility,y to match your project schedule with our eaten-
<br />sive skilled resources. We ate familiar with and will
<br />adhere to the City's project delivery and design re-
<br />quirements, as well as the applicable Caltrans and
<br />County of Orange standards and requirements. As we
<br />have executed this type of project many times be-
<br />fore, we know the .estimated projectschedule for
<br />completion of similar active transportation projects
<br />design to bid -ready PS&E,
<br />The.;stakeholders and reviewing parties for the
<br />project may include the City, Caltrans, and the local
<br />community. Plan checks will be provided by the City
<br />of Santa Ana. Tetra Tech will recommend and provide
<br />a list of entities that must be coordinated with
<br />for proper completion of this project. Additionally,
<br />reviews by utility companies and other entities and
<br />agencies will be coordinated by Tetra Tech,

<br />The approach for this project will follow Tetra Tech's
<br />well -established procedures utilized for similar
<br />design projects. We will first perform a thorough
<br />review of the project documents developed to.
<br />date:and obtain available record drawings and
<br />reports, Our initial meetings will identify the City's
<br />goals for the project and will be used to clearly
<br />define the envisioned balance between pedestrian
<br />hardscape Improvements and Green Streets related
<br />improvements, We will schedule a site walk with the
<br />City's Project Manager and others to gain further
<br />Insights, understand specific needs, document visi-
<br />ble conditions relevant to the design, and identify
<br />project issues, opportunities, and constraints,
<br />Following the proposed field work, including the
<br />topographic survey, our design team will begin to
<br />develop the conceptual plan for the improvements In,
<br />close collaboration with the City's Project Manager,
<br />The conceptual plan will account for the unique
<br />characteristics of the various sections, incorporate
<br />elements that will transform them to a functional,
<br />ADA compliant, and memorable pedestrian
<br />experience, identify opportunities forcostsavings,
<br />provide options for hardseape configurations,: propose
<br />Green Streets BMPs, highlight utility conflicts, and
<br />correct safety concerns;
<br />Once the design options have been vetted by the
<br />project team, Tetra Tech will document applicable reg-
<br />ulatory requirements; permit requirements,
<br />stakeholder needs, project opportunities, and
<br />constraints to be used as a basis of design. The basis
<br />.of design will be the guide to refine the concept
<br />design to a 3Q%submittal level for "review and
<br />approval, We'willtookatprojectfpctors,inchiding
<br />:community impacts, pedestrian and bicycle detours,
<br />Aesthetics, emvironmental clearances, right-of-way,
<br />permitting; issues, utilities, access and clearances,
<br />value, security, safety, constructability, maintenance,
<br />durability, life cycle costs; lead times, availability
<br />and construction related issues: The Tetra Tech
<br />team understands fundamental project issues and
<br />functions, leading to higher quality recommendations
<br />early in the design stage that are more useful to
<br />the owner. With Tetra Tech's design leadership and
<br />engagement of the project team in the process,
<br />the community will benefit from a beautiful, safe,
<br />user friendly, environmentally friendly, and low
<br />maintenanceactive transportation enhancement:
<br />Upon City approval of the 30% PS&E, our highly
<br />qualified team will proceed with updating the
<br />design documents to incorporate City comments
<br />and to achieve a 60% submittal "completion level, To
<br />accomplish this, we will provide monthly progress
<br />prints and reports to keep the City Project Manager
<br />engaged and informed. To facilitate the PS&E
<br />development, our qualified team includes Registered
<br />Engineers who are familiar with civil infrastructure
