Understanding 1 o `..1 <br />The First Street Pedestrian Improvements <br />Project, through the use of State and Federal grant <br />funds administered by the California Department <br />of Transportation (Caltrans) Active Transportation <br />Program (ATP), proposes to widen the existing <br />sidewalks along 1.2-mile portion of First Street <br />between Flower Street and Standard Avenue in the <br />City of Santa;Ana. The exisfingsfdewalks within the <br />corridor do not comply with the current Americans <br />with Disabilities Act (ADA) requirements. Portions <br />of the sidewalks are in need of repair, tree roots <br />have lifted sidewalk panels, cross -slopes at driveway. <br />crossings exceed ADAmaximums, portions of the <br />sidewalks lack adequate clear widths between <br />exstingsite features, curb ramps do not meet current <br />ADA standards, utility boxes are located within the <br />ramp area of curb ramps, damaged utility box lids <br />create trip hazards, and other non ADA compliant <br />barriers are located alongthe sidewalks. Exhibit 1 <br />(page 18) documents key Issues. <br />The proposed project involves widening the existing <br />sidewalk by three feet on each side of the roadway <br />by reducing the width of the vehicle travel lanes, <br />Improvements will include constructing new widened <br />sidewalks, reconstructing curb ramps, constructing <br />new curb and gutter, reconstructing bus stop <br />pads, creating bulb -outs, reconstructing driveway <br />approaches, resurfacing and/or reconstructing <br />the asphalt pavement in the roadway travel lane adja- <br />cent to the sidewalk widening; restriping, travel lanes, <br />installing high visibility marked crosswalks, relocating <br />and/or adjusting existing utility features <br />FIRST STREET PEDESTRIAN IMPROVEMENTS ME <br />UP NO- t0410 <br />to grade, relocating street furniture, modifying tte <br />pedestrian push buttons and traffic signal loops at <br />the existing Signalized. intersections, installing a neVv <br />traffic signal at the intersection"With Lacy street; <br />and retrofitting and/or reconstructing drainage <br />Structures including catch basins and parkway drains. <br />Along with the above improvements, the project will <br />implement ,United States Environmental Protection <br />Agency (USEPA) Green Streets standards to the <br />maximum extent practicable.
