• PDF-3: The Project will include installation and maintenance of air filtration systems with efficiencies equal to <br />or exceeding a Minimum Efficiency Reporting Value (MERV) 16 as defined by the American Society of <br />Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) Standard 52.2 within all buildings. <br />• PDF-4: Outdoor trash receptacles will be provided throughout the common areas of the site, including the <br />dog park area, for the tenants to dispose of their refuse in a proper manner. Property maintenance will <br />provide trash and waste material removal, including dog feces disposal bags, to maintain a trash-free <br />property. All wastes shall be collected and properly disposed of off-site. <br />• PDF-5: The Project will include safety design features for security, such as low-intensity security lighting, <br />keypads for building access, security cameras, and 24-hour security personnel. <br /> <br />Construction Activities and Schedule <br />No changes to the proposed construction schedule are proposed. The Modified Project would be developed within the <br />18-month period evaluated by the EIR and involve one construction phase that includes: (1) demolition of existing <br />building, pavement, removal of infrastructure and some landscaping; (2) grading and excavation; (3) construction of <br />drainage, utilities, and subgrade infrastructure; (4) building construction; and (5) paving and application of architectural <br />coatings. No units will be leased until construction of the entire Project is completed and occupancy permits have been <br />received from the City. <br /> <br />As described in the EIR, construction activities would be limited to the hours between 7:00 a.m. and 8:00 p.m., <br />Monday through Saturday and excluding Sundays and federal holidays, which would be consistent with the City’s <br />Noise Ordinance (Municipal Code Section 18-314; Special Provisions). However, typical construction activities would <br />occur Monday through Friday, generally 20 days a month. Initial site preparation would include demolition of the <br />existing building and several areas of asphaltic concrete pavements. Demolition would remove all subsurface <br />remnants, including foundations, floor slabs, and any utilities that will not be reutilized with the new development. It is <br />anticipated that a maximum of 120 construction workers would be onsite at one time, which would occur during the <br />building construction phase. <br /> <br />General Plan Land Use and Zoning Amendments <br />The Modified Project would require City approval of the same General Plan Land Use and zoning amendments that <br />are required by the Original Project. These amendments would change the land use designation of the site from <br />Professional & Administration Office (PAO) to District Center (DC) and an Amendment Application (zone change) from <br />Professional (P) to Specific Development (SD) to provide site specific development standards. <br /> <br /> <br />3 EVALUATION OF ENVIRONMENTAL IMPACTS <br /> <br />The evaluation of environmental impacts in this Clarification summarizes conclusions made in the EIR and compares <br />them to the impacts of the proposed Modified Project. Mitigation measures referenced are from the EIR Mitigation <br />Monitoring Program and would be applied to proposed Modified Project. This comparative analysis has been <br />undertaken pursuant to the provisions of CEQA and the State CEQA Guidelines, to provide the factual basis for <br />determining whether potential impacts related to the proposed Modified Project requires recirculation of the Draft EIR. <br /> <br />As discussed in further detail in Section 1.2, Environmental Procedures, of this Clarification, pursuant to State CEQA <br />Guidelines section 15088.5, a recirculated EIR is not required unless the Lead Agency determines that one or more of <br />the following conditions related to environmental impacts are met: 1) a new significant environmental impact would <br />result from the project or from a new mitigation measure proposed to be implemented; and/or 2) a substantial increase <br />in the severity of an environmental impact would result. <br /> <br />2-135
