Finding: Less than significant impact. (DEIR, p. 4.10-4 through 4.10-5.) Facts in Support of Finding: The Project site is within 2.5 miles of 4 existing fire stations and the Project would not result in the need to construct a new fire station or expand an existing station. In addition, Chapter 8-46 of the Santa Ana Municipal Code requires a fire facilities fee be paid prior to the issuance of a building permit for construction of buildings exceeding 2 stories in height, such as the Project. The purpose of the fire facilities fee is to improve fire stations in the City and provide revenue for equipment needed to fight fires in buildings over 2 stories in height. The Project would be required to provide funding to assist in improvement of existing fire facilities and provision of needed equipment. Implementation of the Project would not require new or physically altered fire department facilities. (DEIR, p. 4.10-4 through 4.10-5.) For the reasons discussed above and the reasons discussed in the DEIR, impacts associated with this issue would be less than significant, and no mitigation is required. (DEIR, p. 4.10-4 through 4.10-5.) This conclusion also applies, for the same reasons, to the Modified Project. 9.14.2 Police Services Threshold: Would the Project result in substantial adverse physical impacts associated with the provision of new or physically altered governmental facilities, or a need for new or physically altered governmental facilities, the construction of which could cause significant environmental impacts, in order to maintain acceptable service ratios, response times or other performance objectives for police protection? Finding: Less than significant impact. (DEIR, p. 4.10-8 through 4.10-9.) Facts in Support of Finding: The Project would result in an incremental increase in demands on law enforcement services but would not be significant when compared to the current demand levels. The residential population of the Project would be approximately 0.27 percent of the City’s population and based on the Police Department’s 2016 staffing of 1.04 officers per thousand population, the Project would require less than one additional officer. In addition, the Police Department headquarters are 2.5 miles from the Project and within response distance. Furthermore, typical police operations within the Department’s Northeast District deploys coverage to be able to respond to calls from services throughout the area. The addition of one officer on patrol would not require the construction or expansion of the City’s existing policing facilities. Therefore, the Project would not result in the need for new or physically altered police protection facilities. For the reasons discussed above and the reasons discussed in the DEIR, impacts associated with this issue would be less than significant, and no mitigation is required. (DEIR, p. 4.10-8 through 4.10-9.)
