Resolution No. 2019-xx <br />Page 3 of 9 <br />The proposed use will not adversely affect the economic <br />stability of the area, but instead the banquet facility will <br />complement the hotel use on-site as patrons attending an <br />event at the banquet hall can utilize the hotel for an <br />overnight stay and conversely hotel patrons can rent the <br />banquet facility for conferences, meetings or similar <br />functions. Moreover, the after-hours operation on the <br />weekends will allow The Place Banquet Hall to contribute to <br />the overall success of the City of Santa Ana, attracting visitors <br />and residents to the area and providing a service and facility <br />for the community. The Place Banquet Hall will activate the <br />site and occupy a building that is currently vacant. <br />4. That the proposed use will comply with the regulations and <br />conditions specified in Chapter 41 for such use. <br />The proposed use complies with the development standards <br />and regulations contained in Chapter 41 of the SAMC. As <br />conditioned, the proposed project will be in compliance with <br />all applicable regulations and conditions imposed on an <br />eating establishment and banquet facility with after-hours <br />operations pursuant to Chapter 41 of the Santa Ana <br />Municipal Code. <br />5. That the proposed use will not adversely affect the General Plan of <br />the city or any specific plan applicable to the area of the proposed <br />use. <br />The proposed after-hours operation at this location will not <br />adversely affect the General Plan or any specific plan. The <br />granting of this conditional use permit supports several <br />policies contained in the General Plan. Policy 2.2 of the <br />Land Use Element encourages land uses that accommodate <br />the City’s needs for goods and services. The banquet facility <br />provides a venue that can be rented by Santa Ana residents <br />and visitors for a variety of functions. Furthermore, Policy 2.9 <br />of the Land Use Element supports developments that create a <br />business environment that is safe and attractive. Operational <br />standards and the property maintenance agreement will help <br />maintain a safe and attractive environment in the <br />neighborhood. Policy 5.5 of the Land Use Element <br />encourages development that is compatible with and <br />supports surrounding land uses. The Place Banquet Hall is <br />located within a commercial zone and its operations are <br />compatible with the surrounding commercial businesses. <br /> <br />Section 2. In accordance with the California Environmental Quality Act (CEQA) <br />and the CEQA Guidelines, the recommended action is exempt from CEQA per Section <br />1- 33
