FOR <br />SEWER MANHOLE FRAMES AND COVERS <br />(SPECIFICATION NO. 19-143) <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 st Reading <br />❑ Ordinance on 2i1 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />C•Z 01111►11110BIDE <br />/s/Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Award blanket order contract to Alhambra Foundry Co., LTD., for sewer manhole frames and <br />covers for a three-year period beginning February 19, 2020, and expiring January 31, 2023, with <br />provisions for two one-year renewals exercisable by the City Manager, in an annual amount not to <br />exceed $73,800, for a total amount not to exceed $369,000, subject to non -substantive changes <br />approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Public Works Agency Water Resources Division maintains the City's sanitary sewer system <br />consisting of approximately 390 miles of pipelines and 8,500 manhole covers. Approximately 160 <br />manhole covers are replaced annually due to damage or wear and tear. The manhole covers are <br />purchased through the City's Central Stores warehouse for distribution to the Maintenance <br />Services Division. The Central Stores warehouse provides a one -stop shop for stock items, which <br />expedites services and improves response time. The contract for manhole covers and frames is <br />designed to provide quality products at significant savings based on quantity pricing. <br />Outreach Efforts <br />The Notice Inviting Bids was advertised on December 20, 2019, on the City's online bid <br />management and publication system. A total of 139 vendors, including six located in the City of <br />Santa Ana, were notified of the project. Fifteen vendors downloaded bidding documents and two <br />bids were received. with none from Santa Ana contractors. <br />Bid Results Summary <br />Two bids were received, opened on January 16, 2020, and evaluated.
