jmf 1/27/20 <br />RESOLUTION NO. 2020-007 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE RELOCATION PLAN FOR <br />PHASE 2 IMPROVEMENTS OF THE WARNER AVENUE <br />IMPROVEMENTS PROJECT BETWEEN OAK STREET AND <br />GRAND AVENUE <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines and <br />declares as follows: <br />A. Warner Avenue is a major east -west transportation facility, which is designated <br />as a major arterial highway in the City of Santa Ana's Circulation Element of <br />the General Plan. Improving the 1-mile Warner Avenue segment from Main <br />Street to Wright Street has been a long-term priority project that is being <br />constructed in several phases. <br />B. Effective July 1, 2016, the City Council approved a cooperative agreement <br />between the City and the Orange County Transportation Authority for the <br />widening of Warner Avenue between Oak Street and Grand Avenue. <br />C. The M2 CTFP Master Funding Agreement (No. C-1-2783), as amended, <br />committed OCTA to contribute funding for various phases of the Warner <br />Avenue widening project. <br />D. The Public Works Agency is acquiring property for development of Phase 2, <br />bounded by Oak Street and Grand Avenue, and expects to complete the right- <br />of-way acquisition process by fall 2020. Construction is anticipated to begin in <br />summer 2021. <br />E. Pursuant to California Government Code section 7260, et seq., a public entity <br />is required to adopt a relocation plan, by resolution, whenever it enters into an <br />agreement for acquisition of real property or an agreement for the disposition <br />and development of property that would lead to displacement of people from <br />their homes. <br />F. Section 6002 and 6038 of the California Code of Regulations, Title 25, Division <br />1, Chapter 6, et seq., requires the adoption of a Relocation Plan due to the <br />displacement of residential and business occupants. <br />Resolution No. 2020-007 <br />Page 1 of 3 <br />
