However, spending authorization for the <br />remaining $460,400 in Construction funding was not received until September 2019. Staff is <br />requesting City Council approval to recognize and re -appropriate the construction grant funding for <br />expenditure in Fiscal Year 2019-20. Upon approval of the requested appropriation adjustment, the <br />total funds available for construction will be $460,400. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on January 22 and January 29, 2020. Bids were received <br />electronically via the City's web -based electronic bidding system, PlanetBids, on February 12, <br />2020. <br />A total of 203 vendors, including vendors in the City of Santa Ana, were notified of the project via <br />PlanetBids. Project advertisement was open in PlanetBids starting January 22, 2020 through 2:00 <br />p.m. on February 12, 2020, for a total of 21 calendar days. Thirty-three vendors requested bidding <br />documents and six bids were received. Based on the bid analysis and a contractor's reference <br />check, staff recommends awarding the construction contract to Elecnor Belco Electric, Inc. in the <br />amount bid (Exhibit 3). <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract awarded to the lowest <br />responsible bidder, the estimated total construction delivery cost of the project includes <br />construction administration, inspection, and testing, along with an allowance for contingencies to <br />account for unexpected or unforeseen conditions. Construction administration and inspection <br />includes construction management, implementation of the City's Community Workforce Agreement <br />requirements, inspection of the Contractor's work to ensure contract compliance, workmanship, <br />and quality, and material testing. As indicated in the Cost Analysis (Exhibit 4) and as summarized <br />in the table below, the estimated total construction delivery cost of the project is $460,400. <br />20A-2 <br />
