City of Santa Ana General Plan Housing Element Annual Progress Report <br />March 17, 2020 <br />Page 2 <br />The following are three major Housing Element program accomplishments in 2019: <br />1. Five General Plan Community Workshops were held to discuss potential new growth and <br />development in Focus Areas located along major travel corridors, the future OC Streetcar <br />line, and linkages to the Downtown. New land use designations in the focus areas could <br />expand opportunities for a range of new housing choices. <br />2. With $8.5 million in funding from the City, AMCAL Multi -Housing, Inc. completed the <br />construction of First Street Apartments — a 69-unit new affordable apartment community <br />with two- and three -bedroom units for large families, including 34 units for extremely low- <br />income families at 30 percent AMI. <br />3. New Project Ground Breakings: <br />a. With $6 million in funding from the City, Community Development Partners broke <br />ground on Tiny Tim Plaza — a 51-unit new affordable apartment community; <br />b. With 56 project -based vouchers from the Santa Ana Housing Authority, Community <br />Development Partners broke ground on Aqua Housing — a 56-unit new affordable <br />apartment community serving chronically homeless individuals from the City of Santa <br />Ana. <br />4. Following the issuance in 2018 of an RFP for Affordable Housing Development, the City <br />awarded $9.1 million in affordable housing funds, one hundred (100) HUD-VASH project - <br />based vouchers, and a 99-year ground lease for three Housing Authority owned properties. <br />The awards will lead to the development of five affordable housing projects with more than <br />200 units of new affordable housing including over 100 two- and three -bedroom units for <br />families. <br />Presently, the RHNA process does not allow for housing unit credits to be counted for new <br />emergency homeless shelters. City staff will continue working with both the Southern California <br />Association of Governments (SCAG) staff and State Housing and Community Development (HCD) <br />for consideration of emergency homeless shelters to be counted toward the RHNA allocation as <br />these facilities help to address the regions need for additional housing. In addition, the City staff will <br />continue the dialogue with State and regional partners to identify options to reward communities <br />like Santa Ana that exceeds our RHNA goals for Housing Element planning period. <br />19 D-2 <br />
