These reports are required in order for the City to continue to be in compliance with State
Housing Law and be eligible for certain state funding programs such as the Housing Related Parks
Program (HRP). In addition, the Governor's Office has proposed penalties for cities who do not
meet their RHNA goals. Pursuant to Government Code Section 65400, the report is to be
considered at a public meeting before the legislative body where members of the public may
provide testimony and written comments.
STRATEGIC PLAN ALIGNMENT
Approval of this item supports the City's efforts to meet Goal #5 - Community Health, Livability,
Engagement & Sustainability, Objective #3 (facilitate diverse housing opportunities and support
efforts to preserve and improve the livability of Santa Ana neighborhoods), Strategy B (ensure
compliance with the City's Housing Opportunity Ordinance by requiring rental and ownership
housing projects that meet specified criteria to provide a minimum of 15 percent affordable units).
FISCAL IMPACT
There is no fiscal impact associated with this item.
Minh Thai
Executive Director
Planning and Building Agency
RS:fg S:\Planning\Comprehensive.Planning\HousingVAnnual ProgressReport\2019\StaffReport\RFCAmarch2020-RS.docx
Exhibit: 1.
