REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 7, 2020 <br />TITLE: <br />APPROVE A PRE -COMMITMENT OF <br />$3,904,341 OF AFFORDABLE HOUSING <br />FUNDS TO COMMUNITY DEVELOPMENT <br />PARTNERS AND MERCY HOUSE FOR <br />THE DEVELOPMENT OF THE WESTVIEW <br />HOUSE PROJECT LOCATED AT 2530 <br />AND 2534 WESTMINSTER AVENUE <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2i1 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />/s/ Kristine Ridge FILE NUMBER <br />CITY MANAGER <br />RECOMMENDED ACTION <br />Authorize the City Manager to execute a pre -commitment letter with Community Development <br />Partners ("CDP") and Mercy House Community Housing Development Organization ("Mercy <br />House CHDO") for $3,904,341 in affordable housing funds consisting of $1,514,113 in <br />Inclusionary Housing funds, $2,003,705 in HOME Investment Partnerships Program funds and <br />$386,523 in Rental Rehabilitation Program funds for the development of the Westview House <br />affordable housing project located at 2530 and 2534 Westminster Avenue, Santa Ana, CA <br />92701, (APNs 198-132-21 and 198-132-23), subject to non -substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />On July 2, 2019, the City Council authorized the Community Development Agency ("CDA") to <br />release a FY 2019 — 2020 Request for Proposals (RFP # 19-063) to develop affordable rental <br />and ownership project(s) in the City of Santa Ana with available funds from the HOME <br />Investment Partnerships Program ("HOME"), Community Development Block Grant Program <br />("CDBG"), Rental Rehabilitation Program ("RRP") and Inclusionary Housing Fund. The RFP also <br />included one land asset owned by the Housing Authority of the City of Santa Ana. The RFP was <br />prepared in compliance with the City's Affordable Housing Funds Policies and Procedures <br />adopted by City Council on March 20, 2018. <br />Following this approval, on July 3, 2019, CDA issued RFP # 19-063 for Affordable Housing <br />Development. The RFP was published on both the City and Housing Authority's websites and <br />Planet Bids; a public notice was published in the OC Register on July 10, 2019; an e-mail was <br />sent out by Orange County's largest affordable housing membership associations including the <br />Kennedy Commission, 2-1-1 Orange County, and Southern California Association of Nonprofit <br />L. 1 <br />
