1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />Vietnamese. <br />14.3.1 The ratio of bilingual staff shall be consistent with and proportional to the <br />target population, as determined by ADMINISTRATOR. <br />14.3.2 Translation services shall be provided for all other languages as needed to <br />ensure all PARTICIPANTS are provided services in the language they speak. <br />14.4 CONTRACTOR shall comply with all COUNTY, State, and federal regulations <br />regarding Limited English Proficiency. <br />14.5 Staff Training <br />14.5.1 CONTRACTOR's staff directly serving PARTICIPANTS, or supervising <br />those who do, shall be thoroughly familiar with the CW/WTW service delivery model per <br />CW/WTW regulations and COUNTY policies and procedures and related instructions, including <br />service delivery and payment systems; welfare fraud and child abuse/elder abuse reporting <br />requirements; the State Hearing process; and Civil Rights compliance requirements. <br />14.5.2 COUNTY will provide relevant program policies and operational <br />procedures to CONTRACTOR during start-up, and subsequently as these materials are revised or <br />new policies are developed. <br />14.5.3 COUNTY will provide initial training to a limited number of <br />CONTRACTOR staff with respect to CW/WTW regulations and COUNTY policies and <br />procedures. CONTRACTOR shall conduct subsequent training(s) and refresher training yearly. <br />COUNTY will provide some information to CONTRACTOR on the requirements in <br />Subparagraph 14.5.1, but it will be CONTRACTOR's sole responsibility to ensure that <br />CONTRACTOR's staff understand and correctly implement the requirements when providing <br />CW/WTW services. <br />14.5.4 CONTRACTOR shall be required to attend training(s) and/or meetings, as <br />determined by ADMINISTRATOR, and provide CONTRACTOR staff with ongoing training and <br />assistance to ensure that contract deliverables are met. <br />14.5.5 CONTRACTOR shall ensure that CONTRACTOR's staff receives training <br />in understanding the cultural differences among groups of PARTICIPANTS, and recognizes and <br />WGM0319 Page 15 of 19 3-31-2020 <br />25B-57 <br />
