GPA No. 2020-01 & ZOA No. 2020-02 — One Broadway Plaza <br />March 30, 2020 <br />Page 8 <br />Aesthetics will be adversely impacted as the height, mass and scale of the tower would significantly <br />exceed the height of structures found in the area and would contrast with other nearby buildings. <br />Additionally, the project will create morning shade and shadow impacts in the summer and winter <br />months as well as afternoon shade and shadow impacts. These impacts will be to properties not <br />currently affected by shade from nearby structures. Finally, cultural resources were found to be <br />adversely impacted by the project. This project will result in significant adverse impacts associated <br />with the removal of three historic structures and indirect impacts on the setting of the remaining <br />historic structures. <br />As a result of the impacts that cannot be mitigated to a less than significant level, adoption of a <br />Statement of Overriding Considerations is required prior to approving the project. A Statement of <br />Overriding Considerations is the process through which decision makers balance the economic, <br />legal, social, and technological or other benefits of the proposed project against its unavoidable <br />environmental impacts. <br />Addendum Conclusions <br />The One Broadway Plaza Project Addendum concludes no new or substantially greater impacts <br />would occur with implementation of the proposed development when compared to those identified <br />in the 2004 EIR. Therefore, the 2004 EIR's MMRP will continue to mitigate or lessen any impacts <br />already identified by the 2010 EIR. <br />Table 4: Strategic Plan Alignment and Public Notification & Community Outreach <br />Strategic Plan Alignment, Public Notification, and Community Outreach each <br />Public Notification & Community Outreach <br />—A <br />Required Measures <br />community meeting was held on February 19, 2020 at Original Mike' —Restaurant in <br />accordance with the provisions of the City's Sunshine Ordinance. Invitations/notices were <br />mailed to property owners and occupants/tenants in a 500-foot radius from the project <br />site. Approximately 40 members of the public attended, as well as 3 City staff. The <br />applicant provided all the required information to the City after the meeting. Details from <br />the community meeting were posted to the project's webpage at httl)s://www.santa- <br />ana org/pb/planning-division/major-planning-projects and <br />documents/onebroadwavp I aza. <br />Notification by mail was mailed to all property owners, occupants, and other interested <br />parties within 500 feet of the project site in accordance with SAMC requirements. <br />Newspaper posting was published in the Orange County Register in accordance with <br />SAMC requirements. <br />Additional Measures <br />- <br />Staff has been in contact with interested groups and/or individuals regarding the proposed <br />project. <br />Conclusion <br />The One Broadway Plaza development project, which was previously approved by the City Council <br />and residents via referendum, will enhance and provide a positive reinforcement of the City's image <br />around the Midtown area.
