Substantial changes in circumstances that would result in new or substantially more severe <br />impacts than disclosed in the previous EIR; or <br />3. Significant new information has come to light that shows there will be new or substantially <br />more severe impacts than disclosed in the previous EIR. <br />If some changes or additions to the previously prepared EIR are necessary, but none of the <br />conditions specified above are met, the lead agency shall prepare an Addendum. In accordance <br />with the State CEQA Guidelines, since none of the conditions specified in section 15162 are <br />present, an Addendum to the previously -certified 2004 EIR is the mandated form of environmental <br />review for the One Broadway Plaza project. <br />The Addendum focuses on the potential environmental impacts associated with the project that <br />might cause a change in the conclusions of the certified 2004 EIR, including changes in <br />circumstances or new information of substantial importance that would substantially change those <br />conclusions. The Addendum considers whether the project results in new or substantially more <br />severe impacts than were disclosed in the 2004 EIR and finds that no supplemental or subsequent <br />EIR is required for the proposed development. <br />Pursuant to State CEQA Guidelines section 15164(c), an addendum to a previously -certified EIR <br />is not circulated for public review. The Addendum is included with this staff report as Attachment <br />9. Pursuant to State CEQA Guidelines section 15164(d), the Planning Commission must consider <br />the Addendum together with the 2004 EIR before making a decision on the project. <br />Previous CEQA Documentation <br />The 2004 EIR (SCH No. 99101047) was prepared to evaluate the potential impacts associated <br />with the adoption of the One Broadway Plaza project, which is anticipated to result in potential <br />development of approximately 518,000 square feet of office and commercial development. The <br />2004 EIR considers the environmental impacts relating to air quality, cultural resources, land use, <br />geology, hydrology, safety hazards, population/housing, public services and utilities, aesthetics, <br />noise, traffic and circulation. A mitigation monitoring and reporting program, findings of fact, and a <br />statement of overriding consideration were adopted with the 2004 EIR. As part of the 2020 <br />Addendum to the 2004 EIR, the original mitigation monitoring and reporting program must be <br />readopted by the Planning Commission; no changes to the mitigation measures were identified as <br />necessary through review and preparation of the 2020 Addendum. <br />The EIR identified several unavoidable adverse impacts associated with this project. These <br />impacts pertain to transportation, air quality, utilities and services systems, aesthetics and cultural <br />resources. Unavoidable transportation impacts include traffic impacts that will reduce the level of <br />service on roads and intersections to an unacceptable level. Although some intersection <br />improvements are required, other street improvements needed to mitigate the project are <br />infeasible due to the significant land use impacts from the widening. Air quality impacts consist of <br />long-term emissions, particularly nitrogen dioxide (Nox). The project will impact utility and service <br />systems in the area, as it will interfere with broadcast and television signals in the project area. <br />75A-12 <br />
