GPA No. 2020-01 & ZOA No. 2020-02 <br />1109 North Broadway <br />April 21, 2020 <br />Page 4 <br />Pursuant to State CEQA Guidelines section 15164(c), an addendum to a previously -certified EIR <br />is not circulated for public review. The Addendum is included as Attachment 9 to the Planning <br />Commission staff report. Pursuant to State CEQA Guidelines section 15164(d), the City Council <br />must consider the Addendum together with the 2004 EIR before making a decision on the project. <br />Previous CEQA Documentation <br />The 2004 EIR (SCH No. 99101047) was prepared to evaluate the potential impacts associated <br />with the adoption of the One Broadway Plaza project, which is anticipated to result in potential <br />development of approximately 518,000 square feet of office and commercial development. The <br />2004 EIR considers the environmental impacts relating to air quality, cultural resources, land use, <br />geology, hydrology, safety hazards, population/housing, public services and utilities, aesthetics, <br />noise, traffic and circulation. A mitigation monitoring and reporting program, findings of fact, and a <br />statement of overriding consideration were adopted with the 2004 EIR. As part of the 2020 <br />Addendum to the 2004 EIR, the original mitigation monitoring and reporting program must be re- <br />adopted by the City Council and will carry through to the proposed project; no changes to the <br />mitigation measures were identified as necessary through review and preparation of the 2020 <br />Addendum. <br />Addendum Conclusions <br />The One Broadway Plaza Project Addendum concludes no new or substantially greater impacts <br />would occur with implementation of the proposed development when compared to those identified <br />in the 2004 EIR. Therefore, the 2004 EIR's MMRP as updated for adoption with the proposed <br />project will continue to mitigate or lessen any impacts already identified by the 2004 EIR. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal No. 3 - Economic Development, <br />Objective No. 2 (create new opportunities for business/job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies) and Goal No. 5 - Community <br />Health, Livability, Engagement & Sustainability, Objective No. 3 (facilitate diverse housing <br />opportunities and support efforts to preserve and improve the livability of Santa Ana neighborhoods). <br />75A-4 <br />
