Environmental Analysis <br />The Proposed Project would incorporate Mitigation Measure U-10, which requires the project developer to pay <br />all costs for the construction of a new 6-inch sewer line. The Department of Public Works has reviewed the <br />Water and Sewer Study and determined that with incorporation of identified mitigation measures no new <br />significant impact would result from the implementation of the Proposed Project. <br />d) Generate solid waste in excess of State or local standards, or in excess of the capacity of local <br />infrastructure, or otherwise impair the attainment of solid waste reduction goals? <br />Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR. <br />The Approved Project would generate 3,397 lbs/day or solid waste. Based on Table 15 below, the Proposed <br />Project would generate approximately 3,214 lbs/day of solid waste, which represents a net decrease of 183 <br />lbs/day of solid waste. As such, the Proposed Project would be within the approved capacity of the Approved <br />Project. The Proposed Project would be required to comply with all local and State standards regulating the <br />production, disposal, recycling, and handling of solid waste (including AB341). Assembly Bill 341 further <br />mandates commercial and multifamily recycling. In 2017, the City diverts 67 percent of its solid waste generated. <br />The City of Santa Ana implements various recycling programs and meets the State's mandated diversion goal <br />(City of Santa Ana 2020). Proposed Project would be consistent with AB 341. The Proposed Project would <br />have less than significant impacts and would not require the preparation of a subsequent EIR. <br />5.19.3 Adopted Mitigation Measures Applicable to the Proposed Project <br />The following mitigation measures have been carried through from the One Broadway Plaza EIR. These <br />mitigation measures have been incorporated into MMRP for this Addendum.
