ONE BROADWAY PLAZA PROJECT EIR ADDENDUM
CITY OF SANTA ANA
5. Environmental Analysis
5.21 MANDATORY FINDINGS OF SIGNIFICANCE
Less Than
Significant
Substantial
Impact/No
Substantial
Change in
New
Changes or
Change in
Circum-
Information
New
Project
stances
Showing New
Information
Requiring
Requiring
or Increased
Requiring
Major EIR
Major EIR
Significant
Preparation of
Environmental Issues
Revisions
Revisions
Effects
an EIR
No Impact
a) Does the project have the potential to
substantially degrade the quality of the
environment, substantially reduce the
habitat of a fish or wildlife species, cause a
fish or wildlife population to drop below self-
sustaining levels, threaten to eliminate a
X
plant or animal community, substantially
reduce the number or restrict the range of a
rare or endangered plant or animal or
eliminate important examples of the major
periods of California history or prehistory?
b) Does the project have impacts that are
individually limited, but cumulatively
considerable? ("Cumulatively considerable"
means that the incremental effects of a
project are considerable when viewed in
X
connection with the effects of past projects,
the effects of other current projects, and the
effects of probable future projects.)
c) Does the project have environmental effects
which will cause substantial adverse effects
on human beings, either directly or
X
indirectly?
Comments:
a) Does the project have the potential to substantially degrade the quality of the environment,
substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to
drop below self-sustaining levels, threaten to eliminate a plant or animal community, substantially
reduce the number or restrict the range of a rare or endangered plant or animal or eliminate
important examples of the major periods of California history or prehistory?
Less Than Significant Impact/No Changes or New Information Requiring Preparation of an EIR.
The Project Site does not contain any significant biological resources. As demonstrated in this Addendum, the
Proposed Project would not result in new significant impacts to biological or cultural resources, nor would it
substantially increase the severity of impacts evaluated and determined in the Certified EIR. Because the
Proposed Project would not meet any of the criteria identified in Section 15162 of the State CEQA Guidelines
requiring preparation of a subsequent or supplemental EIR, an Addendum to the Certified EIR is the
appropriate document type for the Proposed Project.
Apri12020 Page 101
