ONE BROADWAY PLAZA PROJECT EIR ADDENDUM <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />new significant impacts or impacts of greater severity than those previously identified in the Certified EIR <br />would occur. No changes or new information would require preparation of a subsequent EIR. <br />c) Conflict with existing zoning for, or cause rezoning of, forest land (as defined in Public Resources <br />Code section 12220(g)), timberland (as defined by Public Resources Code section 4526), or <br />timberland zoned Timberland Production (as defined by Government Code section 51104(g))? <br />No Impact. The Project Site is in an urbanized location and does not contain forest land or timberland. The <br />Project Site and the surrounding area are not zoned for forest land or timberland and do not contain forestland <br />or timberland. The Proposed Project would not conflict with zoning for forest land or timberland. No impact <br />would occur and no mitigation is necessary. <br />d) Result in the loss of forest land or conversion of forest land to non -forest use? <br />No Impact. The Project Site does not contain forest land. The implementation of the Proposed Project would <br />not result in the loss of forest land or the conversion of forest land to non -forest uses. No impact would occur <br />and no mitigation is necessary. <br />e) Involve other changes in the existing environment which, due to their location or nature, could <br />result in conversion of Farmland, to non-agricultural use or conversion of forest land to non -forest <br />use? <br />No Impact. The Project Site and surrounding area are urban and contain no farmland or forest land. The <br />implementation of the Proposed Project would not result in the loss of forest land or the conversion of forest <br />land to non -forest uses. No impact would occur and no mitigation is necessary. Accordingly, no new significant <br />impacts or impacts of greater severity than those previously identified in the Certified EIR would occur. No <br />changes or new information would require preparation of a subsequent EIR. <br />5.2.3 Adopted Mitigation Measures Applicable to the Proposed Project <br />No mitigation measures related to agricultural resources are applicable to the Proposed Project. <br />5.3 AIR QUALITY <br />5.3.1 Summary of Previous Environmental Analysis <br />The Certified EIR determined that construction of the Approved Project could result in short-term air quality <br />impacts from construction equipment and fugitive dust. Construction of the Approved Project would exceed <br />SCAQMD's emission thresholds for NOX and PM10 emissions. The Certified EIR identifies mitigation measures <br />that would reduce impacts from construction equipment and dust to a less than significant level; however, the <br />Approved Project's emissions of NOX and PM10 remain significant and unavoidable. <br />The Certified EIR determined that the long-term operation of the Approved Project could generate air quality <br />pollutants. The Certified EIR found that long-term operation of the Approved Project would exceed <br />SCAQMD's emission thresholds for NOX emissions.
