The Project Site is fully developed <br />and/or disturbed with converted residences, a one story commercial building, and surface parking lots. The <br />southern portion of the Project Site is currently under construction for the Approved Project. <br />Comments: <br />a) Have a substantial adverse effect, either directly or through habitat modifications, on any species <br />identified as a candidate, sensitive, or special status species in local or regional plans, policies, or <br />regulations, or by the California Department of Fish and Game or U.S. Fish and Wildlife Service? <br />No Impact. The Project Site does not contain habitat for candidate, sensitive, or special status species. <br />Therefore, the Proposed Project would have no impact on these types of species. No impact would occur and <br />no mitigation is necessary. Accordingly, no new significant impacts or impacts of greater severity than those <br />previously identified in the Certified EIR would occur. No changes or new information would require <br />preparation of a subsequent EIR. <br />b) Have a substantial adverse effect on any riparian habitat or other sensitive natural community <br />identified in local or regional plans, policies, regulations, or by the California Department of Fish <br />and Game or U.S. Fish and Wildlife Service? <br />No Impact. As analyzed in the Certified EIR, the Project Site is completely developed and/or disturbed and <br />does not contain riparian habitat or other sensitive natural community. Therefore, the Proposed Project would <br />have no impact on these communities and no mitigation is necessary. Accordingly, no new significant impacts <br />or impacts of greater severity than those previously identified in the Certified EIR would occur. No changes <br />or new information would require preparation of a subsequent EIR. <br />c) Have a substantial adverse effect on state or federally protected wetlands (including, but not <br />limited to, marsh, vernal pool, coastal, etc.) through direct removal, filling, hydrological <br />interruption, or other means? <br />No Impact. The Project Site is not in proximity to, nor does it contain federally protected wetlands or a blueline <br />stream as defined by the Clean Water Act (USFWS 2020). Therefore, as with the Approved Project, <br />implementation of the Proposed Project would not adversely affect wetlands. No impact would occur and no <br />Page 36 PlaceWorks <br />
