ONE BROADWAY PLAZA PROJECT EIR ADDENDUM <br />CITY OF SANTA ANA <br />5. Environmental Analysis <br />CR-4 Resources Listed on the City of Santa Ana Register of Historical Property at 1103 North <br />Broadway (McNeill -Basler House), 1109 North Broadway (Koenig House), 1115-1117 North <br />Broadway (Macintosh Apartments), and 1211 North Broadway (Kelley House) shall be <br />rehabilitated in their present locations. <br />These properties are all listed on the City of Santa Ana Register of Historical Property. Prior <br />to any rehabilitation or modifications to the exteriors of these structures, other than painting, <br />the project applicant must conform with the requirements of Ordinance No. NS-2338 (An <br />Ordinance of the City Council of the City of Santa Ana Amending Chapter 30 of the Santa <br />Ana Municipal Code Regarding Places of Historical and Architectural Significance). <br />Mitigation measure CR-3, above, requires compliance with the Secretary of the Interior's <br />Standards for Rehabilitation for the proposed modifications to and rehabilitation of the <br />structure at 1103 North Broadway Street. This satisfies the intent of Ordinance No. NS-2338 <br />for this structure. For the remaining structures listed above, the following apply: <br />A. Plans for modifications or rehabilitation to the exteriors of these structures must be <br />approved by the Planning Commission prior to any changes to these structures. It is <br />recommended that the Secretary's Standards for Rehabilitation be used to avoid any <br />adverse effects to these recognized local historical resources; and <br />B. The City of Santa Ana will document the rehabilitation program by establishing a <br />monitoring program of the work, and shall require review and approval of the plans by <br />a qualified architectural historian, and certification that the plans follow the design <br />standards adopted by the City. <br />CR-5 In the event unknown cultural resources are discovered during construction activities, all <br />construction activities within the vicinity of the finding shall halt and the City's Environmental <br />Coordinator shall be contacted for appropriate action. <br />CR-6 Human Remains. <br />If Human Remains are found during the test excavation, the Native American Graves <br />Protection Act Guidelines and State law require that the crew halt the work in the immediate <br />area; leave the remains in place and contact the City of Santa Ana project personnel and the <br />Orange County Coroner. Until a representative of the Coroner's office reviews the remains in <br />the field, they must not be removed. If the Coroner determines that the remains are <br />prehistoric, the Coroner will contact the Native American Heritage Commission and the most <br />likely descendent from the Native American community will be informed. The final deposition <br />of remains will be coordinated by representatives of the property owner and the most likely <br />descendent. <br />Page 42 PlaceWorks <br />
