Environmental Analysis <br />mitigation measures from the Certified EIR are shown as striketlregk for deleted text and bold for new, <br />inserted text. <br />N-1 Project construction shall be limited to the hours of 7 a.m. to 8 p.m. on Monday through <br />Friday and from 8 a.m. to 8 p.m. on Saturday. Construction shall not be allowed on Sunday or <br />federal holidays. <br />N-2 Temporary noise barriers shall be installed between the project construction area and adjacent <br />residents. These noise barriers may include the use of leaded blankets, an acoustic blanket or <br />several layers of plywood. "Bravo" acoustic blankets may also be used. Barriers should be 16 <br />to 20 feet high. <br />N-3 The commercial buildings in the project will require mechanical ventilation to keep outside <br />noise from entering the interior of these buildings. The central ventilation systems for the <br />buildings shall allow for sufficient ventilation so that office windows can be closed. Air <br />conditioning units may be adequate for mechanical ventilation as long as they meet the <br />ventilation requirements of the UBC. This shall be coordinated with the project's mechanical <br />engineer. <br />N-4 Prior to any site preparation, grading or construction, the project contractor will provide the <br />Principals at the Orange County High School of the Arts, Orange County Educational Arts <br />Academy and the El Sol Science and Arts Academy with the project construction schedule <br />indicating the type of construction activity and duration. The project construction schedule <br />shall address all construction activity from the start of the project to completion. <br />5.14 POPULATION AND HOUSING <br />5.14.1 Summary of Previous Environmental Analysis <br />According to the Certified EIR, the Approved Project would generate 2,126 jobs, which is unlikely to exceed <br />regional employment projections for City of Santa Ana. Job creation could increase housing demand in the <br />City, which would be met by the construction of new residential projects and existing housing programs. The <br />Certified EIR determined that it is unlikely that the increase would exceed regional projections.
