MA-40 Barriers to Affordable Housing — 91.210(e)
Negative Effects of Public Policies on Affordable Housing and Residential Investment
A barrier to affordable housing is a public policy or nongovernmental condition that constrains the
development or rehabilitation of affordable housing. Barriers can include land use controls, property
taxes, state prevailing wage requirements, environmental protection, cost of land and availability of
monetary resources. Barriers to affordable housing are distinguished from impediments to fair housing
choice in the sense that barriers are lawful and impediments to fair housing choice are usually unlawful.
The greatest barrier to affordable housing in the City is a limited supply of resources and available land to
support the development and preservation of affordable housing within the City. The City works closely
with non -governmental, state and federal agencies to identify potential funding streams and resources,
butfederal, state, and local policies and sources do not generate enough funding and revenue to subsidize
affordable housing sufficient to meet the needs in Santa Ana and throughout Southern California.
Consolidated Plan SANTA ANA 99
OMB Control No: 2506-0117(exp. 06/30/2O18) 75A-107
