MA-40 Barriers to Affordable Housing — 91.210(e) <br />Negative Effects of Public Policies on Affordable Housing and Residential Investment <br />A barrier to affordable housing is a public policy or nongovernmental condition that constrains the <br />development or rehabilitation of affordable housing. Barriers can include land use controls, property <br />taxes, state prevailing wage requirements, environmental protection, cost of land and availability of <br />monetary resources. Barriers to affordable housing are distinguished from impediments to fair housing <br />choice in the sense that barriers are lawful and impediments to fair housing choice are usually unlawful. <br />The greatest barrier to affordable housing in the City is a limited supply of resources and available land to <br />support the development and preservation of affordable housing within the City. The City works closely <br />with non -governmental, state and federal agencies to identify potential funding streams and resources, <br />butfederal, state, and local policies and sources do not generate enough funding and revenue to subsidize <br />affordable housing sufficient to meet the needs in Santa Ana and throughout Southern California. <br />Consolidated Plan SANTA ANA 99 <br />OMB Control No: 2506-0117(exp. 06/30/2O18) 75A-107 <br />
