Strategic Plan <br />SP-05 Overview <br />Strategic Plan Overview <br />The Strategic Plan is a guide forthe City of Santa Ana to establish its housing and community development <br />priorities, objectives and strategies for the investment of Community Development Block Grant (CDBG), <br />HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funds from the <br />U.S. Department of Housing and Urban Development (HUD) over the next five years, beginning July 1, <br />2020 and ending June 30, 2025. The priority needs and goals established in this Strategic Plan (Plan) are <br />based on analysis of information including the results of the City's Consolidated Plan Needs Assessment <br />Survey, community meetings, and housing and community development data elements required by HUD <br />in the online Consolidated Plan system (the eCon Planning Suite) from the 2011-2015 American <br />Community Survey (ACS) 5-Year Estimates and the Comprehensive Housing Affordability Strategy (CHAS) <br />covering the same time period. Additional sources of information used to identify needs and establish <br />priorities were obtained through consultation with local nonprofit agencies involved in the development <br />of affordable housing and the delivery of public services to children, families, elderly persons and persons <br />with special needs throughout the community. <br />In consideration of community input and available data, the six priority needs listed below are established <br />as part of this Plan. <br />• Expand the supply of affordable housing <br />• Preserve the supply of affordable housing <br />• Access to and supply of public services <br />• Increase access to and supply of homeless services and facilities <br />• Promote economic opportunity <br />• Improve City public facilities and infrastructure <br />Consistent with HUD's national goals for HUD CPD programs to provide decent housing opportunities, <br />maintain a suitable living environment and expand economic opportunities for low- and moderate -income <br />residents, the priority needs listed above will be addressed over the next five years through the <br />implementation of HUD funded activities aligned with the following seven measurable Strategic Plan <br />goals: <br />• Affordable Housing Development, Maintenance, and Preservation <br />• Code Enforcement <br />• Public Service Programs <br />• Homeless Services and Facilities <br />• Economic Development Program <br />• Public Facilities and Infrastructure <br />• Program Administration and Fair Housing Services <br />Consolidated Plan SANTA ANA 113 <br />OMB control No: 2506-0117(exp. 06/30/2018) 75A-121 <br />
