MA-65 Hazard Mitigation - 91.210(a)(5), 91.310(a)(3)
Describe the jurisdiction's increased natural hazard risks associated with climate change.
Climate change has increased the prevalence and severity of natural hazard risks including drought, flash
floods/storms, and extreme heat events in Santa Ana. To help counter the impact of these risks, the city
adopted its Climate Action Plan in 2015 and complies with CAL Green building standards. Through both of
these initiatives, the City promotes multiple strategies to mitigate the impact of climate -related hazards
by promoting green building, reducing water usage/ storm water runoff, improving weatherization of
residential properties, and promoting alternative transportation and permeable pavement and
landscaping.
Two small areas of the city (west of Harbor Blvd. and the area immediately adjacent to Santiago Creek)
are located within a 100-yearfloodplain and at a greater risk for experiencing flooding events.
Describe the vulnerability to these risks of housing occupied by low- and moderate -income
households based on an analysis of data, findings, and methods.
Low- and moderate -income residents and special needs populations are especially vulnerable to the risks
of climate -related hazard risks. The residences of low- and moderate -income households are more often
in worse condition and thus are more susceptible to external weather conditions such as extreme heat.
Likewise, elderly residents are at a greater risk to weather conditions such as extreme heat.
Consolidated Plan SANTA ANA 112
OMB Control No: 2506-0117(exp. 06/30/2018) 75A-120
