SP-55 Barriers to affordable housing — 91.215(h) <br />Barriers to Affordable Housing <br />A barrier to affordable housing is a public policy or nongovernmental condition that constrains the <br />development or rehabilitation of affordable housing. Barriers can include land use controls, property <br />taxes, state prevailing wage requirements, environmental protection, cost of land and availability of <br />monetary resources. Barriers to affordable housing are distinguished from impediments to fair housing <br />choice in the sense that barriers are lawful and impediments to fair housing choice are usually unlawful. <br />The greatest barrier to affordable housing in the City is a limited supply of resources and available land to <br />support the development and preservation of affordable housing within the City. The City works closely <br />with non -governmental, state and federal agencies to identify potential funding streams and resources, <br />but these programs do not provide adequate funding to meet all housing demands within the City. <br />Strategy to Remove or Ameliorate the Barriers to Affordable Housing <br />The City will continue to actively fund the development and preservation of affordable housing as well as <br />identify opportunities to leverage and utilize additional state, local, or non -governmental funding <br />resources to develop and preserve additional housing throughout the City. <br />Through the City's compliance with AB 1486 (Surplus Lands Act) as well as a constant monitoring of state <br />land made available through Executive Order N-06-19, the City will look to identify potential parcels of <br />underutilized land that can be leveraged for potential affordable housing development. <br />Consolidated Plan SANTA ANA 134 <br />OMB Control No: 2506-0117(exp. 06/30/2018) 75A-142 <br />
