III. COMMUNITY PARTICIPATION PROCESS <br />1. Describe outreach activities undertaken to encourage and broaden meaningful <br />community participation in the AI process, including the types of outreach activities and <br />dates ofpublic hearings or meetings. Identify media outlets used and include a description <br />of efforts made to reach the public, including those representing populations that are <br />typically underrepresented in the planning process such as persons who reside in areas <br />identified as RIECAPs, persons who are limited English proficient (LEP), and persons with <br />disabilities. Briefly explain how these communications were designed to reach the broadest <br />audience possible. For PHAs, identify your meetings with the Resident Advisory Board. <br />In order to ensure that the analysis contained in an AI truly reflects conditions in a community and <br />that the goals and strategies are targeted and feasible, the participation of a wide range of <br />stakeholders is of critical importance. A broad array of outreach was conducted through <br />community meetings, focus groups, and public hearings. <br />In preparing this AI, the Lawyers' Committee reached out to tenants, landlords, homeowners, fair <br />housing organizations, civil rights and advocacy organizations, legal services provers, social <br />services providers, housing developers, and industry groups to hear directly about fair housing <br />issues affecting residents of Orange County. <br />Beginning in October, 2019, the Lawyers' Committee held meetings with individual stakeholders <br />throughout the County. In January and February 2020, evening community meetings were held in <br />Mission Viejo, Westminster/Garden Grove, Santa Ana, and Fullerton. Also in February, the <br />Lawyers' Committee held a focus group with a wide array of nonprofit organizations and <br />government officials. Additional presentations and meetings were held with City Councils and <br />various city staff members. <br />Geographically specific community meetings were held across Orange County, including the <br />South, West, Central, and North parts of the County. Additional outreach was conducted for <br />members of protected classes, including the Latino and Vietnamese communities. All community <br />meetings had translation services available if requested in Spanish and Vietnamese. In addition, <br />all meetings were held in locations accessible to people with mobility issues. The Executive <br />Summary of the AI will be translated into Spanish and Vietnamese. <br />Public hearings will be held in throughout the County in March and April. All written comments <br />received during the 30-day public comment period will be reviewed and either incorporated into <br />the final AI or addressed as to why they were not incorporated in the Community Participation <br />section. <br />8 <br />75A-287 <br />
