o Disability Policy Workshop- A two-hour training geared towards housing providers, <br />which covers the basics of what needs to be addressed in a property's disability policy. <br />The training discusses property accessibility, reasonable accommodations and <br />modifications, accessibility policies, and disability discrimination. <br />Collaborate with Fair Housing Provider and Include Testing/Audits in the Contract <br />• Through counseling and case management, the Fair Housing Foundation has identified that <br />in addition to complaints on familial status, more prevalent in the sub -region are complaints <br />regarding disability, specifically in the form of denying reasonable accommodations for <br />prospective tenants with physical disabilities. While provisions for audit services were not <br />always available to address this issue, the Fair Housing Foundation did open nearly 100 <br />bonafide discrimination cases within the sub -region since 2010 which were investigated <br />through on -site testing, document review, and surveys. Most complainants were in place <br />tenants, of lower income, and Latino. <br />• When there was provision for audits and testing, or when the number of cases opened and <br />investigated fell short of the annual performance goal, the FHF conducted discrimination <br />and educational audits and workshops to address the most common concerns found in the <br />housing industry. For Mission Viejo specifically, the FHF conducted 7 audits on physical <br />disability and reasonable accommodations and concluded that one of the seven audits had <br />evidence to support the discrimination allegation. <br />• Educational audits were conducted by randomly selecting housing providers and asking <br />them to complete questionnaires based on the three most alleged protective classes: <br />Disability, Race, and Familial Status. Of the 15 housing providers who participated in the <br />educational audit, most were knowledgeable in all areas of the questionnaire. <br />• The Fair Housing Foundation held several Accommodation & Modification 101 <br />workshops for housing providers. The workshop covered the following topics: <br />o Overview of protected classifications <br />o Definition of disability, life activities, and impairments <br />o Modifications and accommodations <br />o Examples of common accommodations and modifications <br />o Important data needed o verification forms <br />o Approval notices <br />o Denial of request for accommodations/modifications <br />o Construction requirements and accessibility <br />o Hoarding <br />Collaborate with other Fair Housing and Legal Services Organizations <br />Due to a lack of funding, the four cities in the sub -region did not have an opportunity to <br />collaborate with the Orange County Human Relations, the Public Law Center, Legal Aid <br />Society, or the Center Orange County. However, the cities contracted with the Fair Housing <br />Foundation to provide education and outreach to both housing providers and consumers in <br />their cities. A component of these services is providing referrals, when necessary, to these <br />organizations, as well as to the California Department of Fair Employment and Housing <br />and HUD. <br />30 <br />75A-309 <br />
