Needs Assessment <br />NA-05 Overview <br />Needs Assessment Overview <br />The Needs Assessment examines needs related to affordable housing, special needs housing, community <br />development and homelessness for the City of Santa Ana. The Needs Assessment includes the following <br />sections: <br />• Housing Needs Assessment <br />• Disproportionately Greater Need <br />• Public Housing <br />• Homeless Needs Assessment <br />• Non -Homeless Special Needs Assessment <br />• Non -Housing Community Development Needs <br />The Needs Assessment identifies those needs with the highest priorities which form the basis for the <br />Strategic Plan section and the programs and projects to be administered. Most of the data tables in this <br />section are populated with default data from the 2011- 2015 American Community Survey (ACS) and the <br />Comprehensive Housing Affordability Strategy (CHAS) datasets. CHAS datasets are developed for HUD by <br />the U.S. Census Bureau based on the ACS. In addition to these data sources, the Needs Assessment is <br />supplemented by more current data to provide context around the significant growth experienced by the <br />region in recent years. <br />The housing portion of the needs assessment focuses largely on households experiencing a housing <br />problem. HUD defines housing problems as: <br />• Units lacking complete kitchen facilities; <br />• Units lacking complete bathroom facilities; <br />• Housing cost burden of more than 30 percent of the household income (for renters, housing costs <br />include rent paid by the tenant plus utilities and for owners, housing costs include mortgage <br />payments, taxes, insurance, and utilities); and <br />• Overcrowding which is defined as more than one person per room, not including bathrooms, <br />porches, foyers, halls, or half -rooms. <br />Two of the three housing and community development entitlement programs, CDBG and HOME, operate <br />under federally established income limits. Santa Ana is a direct recipient of both CDBG and HOME funds. <br />The program income limits are based on median family income, with adjustments based on family size for <br />Santa Ana. <br />Consolidated Plan SANTA ANA 40 <br />OMB control No:2506-0117 (exp. 06/30/2018) 75A-48 <br />
