In general, very -low income refers to gross household incomes at or below 30 percent of the area median <br />income (AMI); low-income refers to incomes between 31 and 50 percent of AMI; moderate -income refers <br />to incomes between 51 and 80 percent of AMI. The CDBG and HOME programs target low- and moderate - <br />income beneficiaries. HOME rental activities can benefit those with household incomes of up to 60 <br />percent of AMI. ESG activities benefit individuals and households at or below 30% of AMI who are <br />homeless or at risk of becoming homeless. The following figure provides the current (FY 2019) income <br />limits for the Orange County area.
