individuals and for veterans may significantly overlap with persons with disabilities and thereby <br />reduce concerns about the weakness of existing disability preferences. <br />Supportive services are primarily provided through programs administered by the Regional Center <br />of Orange County and the Orange County Behavioral Health Department. Additionally, <br />particularly for individuals with types of disabilities other than intellectual and developmental <br />disabilities and psychiatric disabilities, services may be available through a range of health care <br />providers, paid by Medi-Cal, Medicare, or private insurance, or through nursing homes. Payment <br />for supportive services for people with intellectual and developmental disabilities is typically <br />structured as Home and Community -Based Services Medicaid Waivers. These Waivers pay for a <br />wide variety of services necessary to empower individuals to maintain stable residence in home <br />and community -based services. There are, however, only as many Waivers available as there is <br />funding from the federal government and the State of California. <br />Disparities in Access to Opportunity <br />To what extent are people with disabilities able to access the following in the jurisdiction and <br />region? Identify major barriers faced concerning: <br />i. Government services and facilities <br />This Analysis did not reveal any specific barriers that persons with disabilities face in accessing <br />government services and facilities. <br />ii. Public infrastructure (e.g., sidewalks, pedestrian crossings, pedestrian signals) <br />This Analysis did not reveal any specific barriers persons with disabilities face in accessing public <br />infrastructure. <br />iii. Transportation <br />The relative lack of public transportation, particularly in the southern and coastal portions of the <br />county, disproportionately burdens persons with disabilities who are more likely to rely on public <br />transportation than are individuals who do not have disabilities. <br />iv. Proficient schools and educational programs <br />This Analysis did not reveal current systemic policies and practices that contribute to educational <br />disparities for students with disabilities in Orange County; however, data shows that, although <br />suspension rates are lower in Orange County than statewide, students with disabilities still face <br />suspension at twice the rate of other students. <br />v.Jobs <br />Data in the table below from the Regional Center of Orange County shows that persons with <br />developmental disabilities obtain earned income at higher rates than individuals with <br />263 <br />75A-542 <br />
