Public Hearing — 2020-2024 Consolidated Plan, Analysis of Impediments to Fair Housing <br />May 5, 2020 <br />Page 7 <br />demographic profiles, assesses the extent of housing needs among specific groups, identifies <br />existing barriers or impediments that may limit housing choice, and proposes actions to overcome <br />those barriers. <br />To prepare the regional Al on behalf of the region, the Lawyers' Committee conducted a broad <br />array of outreach and engagement through community meetings, focus groups, and public <br />hearings. The Lawyers' Committee reached out to tenants, property owners, homeowners, fair <br />housing organizations, civil rights and advocacy organizations, legal services providers, social <br />services providers, housing developers, and industry groups to hear directly about fair housing <br />issues affecting residents of Orange County. Specifically, beginning in October 2019, the Lawyers' <br />Committee held meetings with individual stakeholders throughout the County. In January and <br />February 2020, evening community meetings were held in Mission Viejo, Westminster/Garden <br />Grove, Santa Ana, and Fullerton. Also in February, the Lawyers' Committee held a focus group <br />with a wide array of nonprofit organizations and government officials. Additional presentations and <br />meetings were held with City Councils and various city staff members. <br />Geographically specific community meetings were held across Orange County, including the <br />South, West, Central, and North parts of the County. Additional outreach was conducted for <br />members of protected classes, including the Latino and Vietnamese communities. All community <br />meetings had translation services available if requested in Spanish and Vietnamese. In addition, <br />all meetings were held in locations accessible to people with mobility issues. <br />Next Steps <br />HUD regulations require a 30-day public review and comment period for the draft 2020-2024 Five - <br />Year Consolidated Plan, the Annual Action Plan and the Al. On March 20, 2020, the drafts were <br />posted to the City's webpage and a public notice was published in the Orange County Register, La <br />Opinion, and Nguoi Viet newspapers, that the draft Plan and Al were available for review beginning <br />March 20, 2020, and that a public hearing would be held on April 22, 2020 at the Community <br />Redevelopment and Housing Commission (CRHC) regular meeting. The 30-day public comment <br />period concluded on April 20, 2020, at 4:OOPM. <br />Due to COVID-19, all CRHC meetings have been canceled, so a public notice was re -published in <br />the same newspapers on April 16, 2020 notifying the public that the draft Plan and Al was still <br />available for review and that a public hearing would be held on May 5, 2020 at a virtual City Council <br />meeting. In accordance with the federal regulations, all neighboring jurisdictions were also <br />informed of the drafts' availability for review. All comments received, including all funding <br />recommendations made by the City Council, will be included in the final documents which will be <br />submitted to HUD no later than May 15, 2020. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this Item supports the City's efforts to meet Goal #5 - Community Health, Livability, <br />Engagement & Sustainability, Objective #1 (establish a comprehensive community engagement <br />initiative to expand access to information and create opportunities for stakeholders to play active <br />role in discussing public policy and setting priorities). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />75A-7 <br />
