<br />moderate -income neighborhoods. The City also made efforts to encourage the participation of
<br />minorities and non-English speaking persons, as well as persons with disabilities. The consultation
<br />process included representatives of the Continuum of Care, Santa Ana Housing Authority, and
<br />other specified groups who completed surveys, provided local data and assisted the City to ensure
<br />practical coordination of strategies to maximize impact and to avoid duplication of effort.
<br />Specifically, the City held five community workshops, two public hearings, and released a
<br />resident/stakeholder survey in English and Spanish from October 1, 2019 to December 30, 2019.
<br />In an effort to broaden engagement, the City facilitated five community workshops at various times,
<br />dates, and locations across the City with translation services available in Spanish and Vietnamese.
<br />The five workshops were held at City Council Chambers, Willard Elementary School, Santa Ana
<br />Senior Center, Delhi Community Center, and a second time in City Council Chambers with the
<br />Community Redevelopment and Housing Commission. To promote the survey, community
<br />workshops and first public hearing, the City published a series of advertisements including
<br />English/Spanish flyers, two Nixles, and a public notice. The City invited regional planning
<br />organizations, state agencies and adjacent units of local government to participate in the City's
<br />surveys and community meetings. Additionally, Santa Ana conducted email outreach to all adjacent
<br />units of local government to share in the identification of regional housing and community
<br />development needs. The City received input from 245 residents and stakeholders via the survey
<br />including 241 in English and 4 in Spanish. The survey provided an opportunity for input on priority
<br />needs related to housing, public services, public facilities, and other services in the community. A
<br />summary of the survey results, flyer, and community workshop presentation is included in the
<br />Consolidated Plan as Appendix I.
<br />Analysis of Impediments to Fair Housing Choice
<br />The federal regulations for the Consolidated Plan require that grantees conduct an Analysis of
<br />Impediments to Fair Housing Choice (AI), take appropriate actions to overcome the effects of
<br />impediments identified through that Analysis, and maintain records reflecting the Analysis and
<br />actions. An Al is a document that analyzes local and regional policies, procedures, and practices
<br />within a community that may limit a person's ability to choose their residence free from
<br />discrimination, and addresses actions that may be taken to overcome these discriminatory housing
<br />policies, procedures, and practices.
<br />While the requirement to complete an Al must be fulfilled by individual grantees, HUD encourages
<br />regional collaboration for this planning effort. In Orange County, 22 entitlement cities (Aliso Viejo,
<br />Anaheim, Buena Park, Costa Mesa, Fountain Valley, Fullerton, Garden Grove, Huntington Beach,
<br />Irvine, Laguna Niguel, La Habra, La Palma, Lake Forest, Mission Viejo, Newport Beach, Orange,
<br />Rancho Santa Margarita, San Clemente, San Juan Capistrano, Santa Ana, Tustin and
<br />Westminster) and 12 cities contracted with the County of Orange (City of Brea, Cypress, Dana
<br />Point, Laguna Beach, Laguna Hills, Laguna Woods, Los Alamitos, Placentia, Seal Beach, Stanton,
<br />Villa Park, Yorba Linda) elected to prepare a regional Al. The 22 entitlement cities and 12 cities
<br />contracted with the County of Orange entered into an agreement with the Lawyers' Committee for
<br />Civil Rights Under Law (Lawyers' Committee) to complete the regional Al. The benefit of a regional
<br />Al is that it allows for a broader perspective on issues that may be impacting housing choice and/or
<br />mobility within the region as well as potential solutions and/or strategies. The regional Al provides
<br />an overview of laws, regulations, conditions or other possible obstacles that may affect an
<br />individual or a household's access to housing in a community. It also presents local and regional
