Public service activities are consistently ranked as a high priority by residents and other stakeholders. <br />Pursuant to CDBG regulations, only 15 percent of the City's annual grant allocation (plus 15 percent of <br />prioryear program income) can be used for public service -type activities. The City proposes to focus funds <br />on lower -income households in order to establish, improve, and expand existing public services, such as: <br />mental health services, services for domestic violence victims, services for the homeless and persons with <br />special needs, and youth and senior services. <br />As part of the community survey, respondents were asked to identify the groups needing the most <br />assistance in the community. The top five groups identified are: <br />1. Chronically homeless individuals and families <br />2. Families experiencing homeless <br />3. Low-income families with children <br />4. Elderly residents <br />5. Persons with mental illness <br />To effectively target programming and services to the populations, the City partners with local non-profit <br />agencies and the regional Continuum of Care to provide targeted services to those communities. The City <br />is cognizant of the importance of the provision of homeless services and will support programs that <br />contribute to the regional Continuum of Care's framework of service. <br />How were these needs determined? <br />The needs identified for public services in the City were determined through community and stakeholder <br />meetings, resident and stakeholder responses from the Consolidated Plan Survey, and interviews with <br />stakeholders in the community. <br />Consolidated Plan SANTA ANA 79 <br />OMB Control No: 2506-0117(exp. 06/30/2018) 75A-87 <br />
