Our services will include: Initial Studies, environmental analyses and determinations for Categorical <br />Exemptions, Negative Declarations, Mitigated Negative Declarations, Environmental Impact Reports, Mitigation <br />Monitoring and Reporting Programs, Findings of Fact and Statement of Overriding Considerations for CEQA <br />compliance, as well as Environmental Assessments, Finding of No Significant Impact, and Environmental Impact <br />Statements for NEPA compliance. <br />EIS — An Environmental Impact Statement may be needed for decision making purposes related to Grants or <br />Federal Resources. The EIS would disclose potentially significant environmental impacts. An Environmental Im- <br />pact Statement would provide clearance under the National Environmental Protection Act. The EIS work would <br />include the following: <br />• Purpose and Need <br />• Alternatives <br />• Data Collection Analysis of Issues <br />• Public/Agency Coordination <br />• Draft and Final EA/EIS Documents <br />• Meetings and Hearings <br />• Draft Notices <br />EIR — An Environmental Impact Report would be needed to disclose significant impacts from a project if mitiga- <br />tion measures and alternatives can not reduce impacts to less than significant levels through the Initial Study/ <br />Negative Declaration or Mitigated Negative Declaration process. An EIR scope would include: <br />• Project Description <br />• Alternatives <br />• Data Collection Analysis of Issues <br />• Initial Study/Impacts Identification <br />• Public/Agency Coordination <br />• Draft and Final EIR <br />• Findings of Fact and Statement of Overriding Considerations <br />• Mitigation Monitoring and Reporting Program <br />• Response to Comments <br />• Meetings and Hearings <br />• Draft CEQA Notices (Notice of Preparation, Notice of <br />Availability, Notice of Determination and Notice of <br />Completion) <br />IEC'steam will prepare anytechnical studies needed for environmental determination and findings on discretionary <br />approval for projects under consideration by the City. <br />B. Technical Studies <br />Technical studies prepared by IEC staff and our trusted teaming partners will include any and all services and <br />deliverables related to documentation of baseline conditions and analysis of environmental impacts, future <br />cumulative impacts, and mitigation measures required for CEQA and NEPA compliance such as: <br />• Kurtzman Associates Incorporated: Air Quality, Health Risk Assessment, Greenhouse Gas Assessment; <br />Noise Impacts, and Traffic; <br />• Bloom Biology Incorporated: Biological Resources Assessment; <br />• Cogstone: Cultural Resource Study and Historical Resource Assessment; <br />• Ninyo & Moore: Environmental Site Assessment, Geological/Soil Study, Mineral Resource Study; and, <br />• IEC: Hydrology/Water Quality Study, Water Supply Assessment, and Utility/Sewer Study. <br />Environmental Constraints Analysis — IEC's team will be available to provide technical evaluation of environmen- <br />tal compliance strategies to reduce environmental impacts related to discretionary actions.
