This also holds true for the existing facilities as projects may require <br />shutdowns to facilities and equipment or entire processes which can disrupt normal operations. <br />Projects which overrun the schedule also tend to result in a higher overall cost when finally completed. <br />Potential for Utility and Other Conflicts <br />Anytime construction occurs within public right-of-way, or involves subsurface construction, an <br />elevated level of risk for conflicts exists. Utility locations shown on the Contract Drawings usually are <br />carefully located and plotted based on the available existing records. The accuracy of the locations <br />represented on the Contract Drawings is contingent upon the accuracy of the available utility records, <br />and potholing conducted during design. A potential utility conflict could result in a redesign of <br />proposed facilities and/or relocation of interfering utilities creating schedule delays, increased costs <br />and longer impacts to the public at large. Conflicts can also occur with nearby residential, <br />commercial, and retail property owners where construction impacts to them are not realized until after <br />construction commences. This can create public resistance to the projects and may cause delays <br />while the impacts are mitigated. <br />Coordination with Multiple Project Participants <br />As AKM has learned on our previous construction management assignments, projects require close <br />and cooperative coordination with outside agencies. Outside agencies include water purveyors, the <br />County, and neighboring Cities, as well as the many utility agencies owning facilities within project <br />boundaries: <br />Different entities may have different project concerns and require varying levels of communication. <br />Outside agencies will feel the most at ease and comfortable with projects when they receive clear, <br />timely and accurate information regarding the project. It will also be paramount to understand each <br />party's unique concerns and perspective regarding the project prior to the start of construction, to be <br />able to best plan how to keep them informed. <br />Construction Management Methodology <br />What are evident in the paragraphs above are the interrelationships of the key project issues. A direct <br />effect of one of the issues results in an unintended effect to the others. As the City's Construction <br />Management and Inspection Consultant, AKM will effectively, promptly, and proactively monitor and <br />manage project issues for the entire duration of our services on the projects. Our methodology for <br />performing our services is described in the paragraphs below. <br />A Commitment to Documentation <br />AKM takes great pride in our project document control believing that effectively managing project <br />documents reduces our client's risk, can help avoid and resolve project disputes, improves project <br />lifecycles, and promotes Contractor accountability. We will keep project documentation in strict <br />accordance with the project requirements. Such diligence is a representation to involved parties that <br />prudent project management and administration is being implemented. Project documents will be <br />ready for review and/or audit anytime one is mandated or requested. Our commitment to <br />documentation will also allow the Construction Management Team to verify that all required <br />submittals, schedule updates, schedule narratives, monthly reports, shutdown plans as well as red <br />line drawings are being submitted in a timely manner by the Contractor so that construction <br />progresses as planned. <br />We note that our entire Construction Management Team is well versed in a wide variety of project <br />document control systems and software, including Procore, regularly leveraging such technology to <br />deliver results on projects. <br />Be Responsive <br />Capital improvement construction projects are a dynamic and ever evolving endeavor. <br />Circumstances can change without warning and as previously mentioned, time is always of the <br />essence.
