<br />Senior Construction Inspector
<br />Mr. Shen has over 22 years of construction management, construction
<br />inspection and architectural experience on a vast array of city CIP
<br />construction projects. Recently his project experience has focused on city
<br />related CIP and public works projects that include pipeline installation,
<br />traffic signal installation, interconnects, parks and related projects. Pat also
<br />brings development experience having served as a Field Inspector and
<br />Construction Manager for a contractor on numerous commercial and
<br />medium -density housing projects. His duties encompassed field surveys,
<br />bid analysis, code research, specifications, cost estimates, contracts, site
<br />safety, weekly and technical reports, progress payments, change orders,
<br />punch lists, and mediation and arbitration hearings. In addition to his
<br />extensive construction inspection experience, Pat brings drafting and
<br />design development experience in architectural and structural engineering.

<br />Annual Sewer Rehabilitation Project, City of West Hollywood, CA
<br />Provided resident inspection annual sewer rehabilitation of older sewer lines within a section of West
<br />Hollywood as part of its annual rehabilitation program. The work consisted of Cured in Place Pipe CIPP (Slip
<br />Lining) of older VCP sewer lines up to 6" diameter. Quantity of pipe rehabilitated totaled less than 1,000'.
<br />Project included night work, review of video, tracking quantities and noting any anomalies in the video that
<br />would be brought to the attention of the City Project Manager for review and acceptance.
<br />Sewer Replacement Project, City of Seal Beach, CA
<br />Construction Inspector for $1.2M project for replacement of approximately 150' of 36" sewer pipe and clean-up
<br />of existing contaminated soil. Work included jacking pit, 20' depth, boring under roadway section of Lampson
<br />and Seal Beach Boulevard. Work also included removal of contaminated soil from nearby fueling station,
<br />backfill with suitable fill to bring back up to grade.
<br />Moody Street Sewer Relocation Project, City of Cypress, CA: Construction Inspector for a sewer relocation
<br />project for the City of Cypress. The work involved relocating two sewers on Moody Street and included traffic
<br />control, excavating, trenching, saw cutting, bypass construction, pump setup, coring, shield and shoring setup,
<br />concrete removal, manhole connections, removing VCP and old sewer main, installation of new VCP, pipe
<br />deflection, ductile iron pipe at the crossing, slurry backfill, bypass removal and paving.
<br />Chapman Avenue Pavement Reconstruction, City of Garden Grove, CA
<br />Senior Construction Inspector during a $2.4M pavement reconstruction project through a major arterial and
<br />several cross streets in the City. Duties include pre -construction activities, permits, administering the contract,
<br />inspecting the work of various contractors, documenting the work via daily reports and digital photography,
<br />ensuring quality control, verifying quantities, participating in weekly progress meetings, processing control
<br />documents such as RFI's, submittals, progress payments, negotiating and managing change orders, and
<br />monitoring schedules.
<br />Magnolia Street Rehabilitation, City of Garden Grove, CA
<br />Senior Construction Inspector for a $3.1 M one -mile roadway rehabilitation project with local funding on
<br />Magnolia Street from Garden Grove Boulevard, crossing under the SR-22 Freeway to the end of the off ramps.
<br />Project features included traffic signals and ADA ramps at Magnolia and Trask intersection, coordination with
<br />Caltrans for work under SR-22 freeway, installation of 2" - 96" diameter stainless steel pipes of about 150' for
<br />storm water retention which were connected to sump pumps near the low point at the freeway, dig outs for full
<br />section rehabilitation, used 5% cement treated base which included grinding and mixing of the old roadway
<br />asphalt, concrete medians, driveways, sidewalks and ADA ramps. Duties included pre -construction photos,
<br />daily inspection reports, weekly statement of working days, quantity calculations, RFI's, coordination with
<br />materials testing firm, job site photos, as-builts, final walk through and close out.
<br />Sidewalk Repair for Handicap Access 1-136, City of Torrance, CA
<br />Senior Construction Inspector on this $1.5M project that repaired damaged sidewalks, curb and gutter,
<br />driveway approaches and handicap curb ramps. Additional inspection work included tree root pruning and tree
<br />removal and replacements. Project funding included CDBG funds. Duties included inspecting the contractor's
<br />work, documenting the work via daily reports and digital photography and ensuring quality control.
