<br />Mr. Ramirez is a Civil Engineering professional with over 25 years of Experience
<br />construction and inspection expertise as well as budgeting, planning, 25 years
<br />inspection and staff management experience. He is versatile and very Education
<br />capable at providing inspection for every type of construction and has Santo Tomas de Aquino University,
<br />spent most of his career on projects throughout Southern California. BSCE
<br />Cesar's experience includes numerous CIP projects including traffic signal Certifications
<br />upgrades, landscape, street and roadway rehabilitation, water and sewer Water Distribution D1
<br />lines, wells, and pressure reducing stations, and parks. His roadway
<br />experience includes rubberized asphalt, cement paving, base paving, recycled asphalt base, aggregate base,
<br />lime -treated and cement treated base, medians and intersections. He is well versed in Caltrans, Greenbook
<br />and other regulatory standards, plus he understands the recordkeeping requirements and tasks to comply with
<br />the various state and federal funding requirements. Cesar has provided inspection and record keeping for
<br />numerous FHWA Federally funded projects.
<br />Various Water Related CIP Projects, Southern CA
<br />Construction Inspector responsible for performing daily inspections, administering contract documents,
<br />upholding code requirements, conducting weekly progress meetings, processing submittals, request for
<br />information and clarification, change orders and progress payments, coordinating with various agencies,
<br />utilities and residents, generating final punch lists, ensuring traffic control, monitoring the contractor's schedule,
<br />maintaining public relations and documenting the work via daily reports and digital photography. Projects
<br />included:
<br />• City of Ontario — Installation of 17,440' of 24" CML/C pipe and 5,350' of 42" CML/C pipe, including
<br />boring operations under 60 freeway, Mission and Guasti Avenues railroad tracks
<br />• City of Ontario — Construction of two pressure reducing stations
<br />• Jurupa Community Services District — Installation of sewer lines, water mains and 1" copper services for
<br />30 new tracts
<br />• GSWC, West District, Gardena — Construction of two 1.5 M3 steel tanks and yard piping including
<br />grading and footings
<br />Magnolia Street Rehabilitation, City of Garden Grove, CA
<br />Senior Construction Inspector for a $3.1 M one -mile roadway rehabilitation project with local funding on
<br />Magnolia Street from Garden Grove Boulevard, crossing under the SR-22 Freeway to the end of the off ramps.
<br />Project features included traffic signals and ADA ramps at Magnolia and Trask intersection, coordination with
<br />Caltrans for work under SR-22 freeway, installation of 2" - 96" diameter stainless steel pipes of about 150 for
<br />storm water retention which were connected to sump pumps near the low point at the freeway, dig outs for full
<br />section rehabilitation, used 5% cement treated base which included grinding and mixing of the old roadway
<br />asphalt, concrete medians, driveways, sidewalks and ADA ramps. Duties included pre -construction photos,
<br />daily inspection reports, weekly statement of working days, quantity calculations, RFI's, coordination with
<br />materials testing firm, job site photos, as-builts, final walk through and close out.
<br />Knott Street Rehabilitation, City of Garden Grove, CA
<br />Senior Construction Inspector for $2.2M roadway rehabilitation project. Improvements consisted of FDR
<br />reclamation and cement treatment, full depth asphalt replacement, replacement of curb and gutter, bus pad
<br />and handicap ramps, installation of video detection system, traffic signal detector loops, and installation of
<br />irrigation and landscaping. Project included FHWA federal funding requirements with Caltrans local oversight.
<br />Duties included pre -construction activities, permits, administering the contract, inspecting the work of various
<br />contractors, documenting the work via daily reports and digital photography, ensuring quality control, verifying
<br />quantities, conducting weekly progress meetings, processing control documents such as RFI's, submittals,
<br />progress payments, certified payrolls, negotiating and managing change orders, providing field fixes to design
<br />issues and monitoring schedules.
<br />Valley View Street Improvements, City of Garden Grove, CA
<br />Senior Construction Inspector for $250K of street work that included full depth asphalt replacement, cement
<br />treatment base, curb and gutter, handicap ramps, irrigation and landscaping.
