<br />Mr. Wiggins has over 20 years of Construction Inspection experience on a
<br />variety of construction projects in Southern California. He is experienced in
<br />transportation projects, including the rehabilitation of streets and roadways
<br />within Caltrans' ROW; construction of driveway, sidewalk, curb, and gutter
<br />along major City arterial streets; construction of ADA compliant ramps;
<br />installation of traffic signals, traffic loops, cameras, and bicycle loops; and
<br />preservation of environment and landscape in ecologically sensitive areas.
<br />Additionally, he is experienced in Public Works projects, including
<br />wastewater treatment, wastewater collection system, wastewater
<br />rehabilitation, water production and distribution, paving and drainage. His
<br />projects have included the construction of water mains, sewer lines, storm
<br />drains and box culverts. Rick excels at making sure that the contractor's
<br />work is in compliance with approved contract documents. He is adept at
<br />interpreting contract documents including specifications, correctly under
<br />field conditions. Rick is also skilled at witnessing performance tests
<br />conducted by contractors on infrastructure improvements. He is an expert
<br />at preparing detailed field reports documenting observed conditions,
<br />conducting "punch list" inspections of all improvements, and coordinating
<br />all activities between the Client, engineers, and contractor. Furthermore,
<br />he effectively communicates in an objective, non -confrontational manner.

<br />Project Inspector during the construction of 1,800' of recharge basin in the old unlined Coachella Canal. This
<br />project also involved the construction of 740' of six' water supply pipeline; construction of 400' of two" PVC
<br />pipeline within Dos Palmas ACEC; construction of one two" diameter monitoring well near the unlined canal
<br />percolation basin; construction and development of one production well with discharge head within Aqua
<br />Farms; destruction of two wells, the mechanical cleaning of two existing wells; and clearing of 600' of recharge
<br />basin within Aqua Farms property.

<br />appurtenances. This project also involved dewatering; earthwork, grading, berms, and geotextile fabric; and
<br />cast -in -place concrete pads and weirs.

<br />Project Inspector providing on -call construction observation services for the CIP Contract that included the
<br />installation of electrical, waterline, sewer lines, and sewer storm drains as well as chlorination testing.
<br />University Park Project, Hover Development Company, Inc., Palm Desert, CA
<br />Project Inspector during the construction of a 250-acres development site of a combination of residential and
<br />commercial tracts. Project involved the mass grading of over 1.5 million cubic yards of dirt; the construction of
<br />new roadways, sewer and domestic water services, and storm drain systems; and the installation of dry utility
<br />conduits. This project also included the construction of retaining walls and all aspects of landscaping
<br />construction, including two new parks.
<br />Larimore Avenue Pipeline Replacement, Suburban Water Systems, City of La Puente, CA
<br />Project Inspector for 1,300' of 8" PVC water main, 34 water services, two fire hydrants, and five tie-ins located
<br />on a residential street.
<br />Montbrook and Glenhope Pipeline Replacement, Suburban Water Systems, City of La Puente, CA
<br />Project Inspector for 1,300' of 8" PVC water main and 900' of 6" and 4" PVC water main, 40 water services,
<br />four fire hydrants, and seven tie-ins located in two residential streets.
<br />Lawndale and Loukelton Pipeline Replacement, Suburban Water Sytems, City of La Puente, CA
<br />Project Inspector for 100' long bore and jack of 24" casing, 2,100' of 12" PVC water main, 4,700' of 8" PVC
<br />water main, 125 water services, 15 fire hydrants, and 20 tie-ins located in several residential streets.
