Earl <br />has played important roles on both the design and construction of <br />development and public infrastructure projects, including serving in a staff <br />augmentation role for numerous municipalities in Southern California. <br />Experience <br />City of Moorpark, Senior Development Engineer, Moorpark, CA: <br />For five years, served as contract senior development engineer <br />responsible for providing staff augmentation for the City of Moorpark. <br />Responsibilities included supervising and managing a development <br />review and construction inspection staff; administering delivery of plan <br />check review services of private development. Residential subdivision/ <br />commercial projects from entitlement through final engineering design; <br />and construction inspection of these private development projects. <br />Highlight projects included major subdivisions of Pardee Homes (Tract <br />5045) Moorpark Highlands consisting of 1,000 single family units, Toll <br />Brothers Country Club Estates (Tract 4928) consisting of 500 luxury <br />single family units and 27-hole award winning golf course; Tract 5133 <br />Shea Homes consisting of 500 single family units; Tract 5187 William <br />Lyon Homes consisting of 750 single family units, and Tract 5226 major <br />commercial development; and many more residential and commercial <br />developments. Served as hands-on construction inspector for private <br />development residential improvements and public works encroachment <br />permit construction. <br />City of Lawndale, City Engineer, Lawndale, CA: For three years, <br />was responsible for planning, organizing, supervising, coordinating, <br />administering and overseeing the functions of the Engineering division of <br />the Public Works Department, and performing professional engineering <br />work in the design and construction of park, storm drain, street, building, <br />traffic signal, and transportation capital improvement projects. <br />City of Los Angeles, Department of Public Works, Bureau of <br />Engineering, Civil Engineering Assistant II (Valley Office): As a <br />City of Los Angeles employee, was responsible for designing municipal <br />storm drain systems within Los Angeles. This involved performing the <br />watershed hydrologic design utilizing the Peak Rate Method per the <br />City of Los Angeles Storm Drain Manual; CAD drafting all improvements <br />utilizing AutoCAD; performing the hydraulics; calculating the quantity <br />take -offs and grade stake sheets; and formalizing all documentation <br />necessary to deliver projects well within allotted design time schedules <br />and allocated design budgets. Earl was also responsible for complaint <br />investigation which entailed personally responding to resident's drainage <br />complaints via field investigations, determining solutions, and ensuring <br />corrective action taken.
