Develop detail work plan, including a detailed schedule of tasks, <br />prepare monthly progress reports, track and monitor project budget <br />and schedules, and provide overall quality assurance and control <br />review. <br />Beyaz & Patel and our team of subconsultants will meet with Key <br />City staff for a project kick off meeting. We will review project <br />requirements, identify milestones, and critical path items in <br />accordance with the goals and objectives for the project. Beyaz & <br />Patel will facilitate the meeting, prepare an agenda and distribute <br />meeting minutes. We will prepare a schedule for the City's review. <br />The schedule will be updated as required by the project. A minimum <br />of four (4) project meetings will be scheduled throughout the <br />project. <br />TASK 2 — PRELIMINARY ENGINEERING SERVICES <br />Our team will collect and review pertinent record information and <br />documents including, geotechnical reports, as -built drawings, and the <br />most recent dive reports and may involve working with City staff <br />upon their availability to obtain records. <br />TASK 3.0 - FIELD SERVICES <br />Field services will include interior and exterior inspections of the <br />reservoirs and investigation by structural, geotechnical, corrosion, <br />cathodic, dive inspector, security and coating consultants. The <br />inspections will be provided by staff and team members with <br />AWWA and confined space entry certification. <br />3.1.1 Corrosion and Cathodic Protection: <br />Our team will review existing reports, as -built drawings, <br />and dive studies to help determine the general condition <br />of the internal concrete, particularly on the submerged <br />reservoir walls and floor. Conduct visual inspection of <br />each reservoir interior after the reservoir has been taken <br />out of service, drained, and made accessible for inspection. <br />The results of this inspection will include: a map of <br />obviously distressed areas on each concrete reservoir; <br />characterization of each crack, flaw, spall or rust bleed in <br />terms of minor, moderate and significant; Conduct coating <br />inspection/testing of internal metallic appurtenances such <br />as inlet/outlet piping, overflow piping, etc. Additionally, a <br />visual inspection of the metal surfaces will be conducted <br />and pit depth measurements and ultrasonic thickness (LIT) <br />measurements will be taken (where required). <br />3.1.2 Where warranted, conduct additional non- <br />destructive internal inspections. These inspections <br />may include: concrete rebound/sounding test by way of a <br />steel rod or ball peen hammer (ASTM D4580). Where dull <br />sounds are found, the area will be marked out for further <br />investigation and/or repair. 2.2 Concrete to rebar cover <br />testing using a Rebar Detection System (Proceq <br />Profometer or similar). This will help to determine how <br />much of the concrete has been degraded and may need <br />future repairs. 2.3 Isolated half -cell potential testing (ASTM <br />876) where feasible and at visibly distressed areas to <br />determine areas of active embedded reinforcement <br />corrosion. Note that this testing will require access to two <br />or more areas of exposed rebar (to be provided by <br />others) in order to confirm that the embedded rebar is <br />electrically continuous. 2.4 pH testing of concrete to <br />determine if concrete has potentially lost passivity. <br />3.2 Diving Inspections <br />( <br />The dive inspection and testing required for the concrete <br />reservoirs assumes that the tanks will be taken out of <br />service and cleaned for the inspection and testing. <br />Additionally, all confined space requirements (air monitor, <br />permits, etc.) as well as ladder, entry/access, etc. (with the <br />exception of a raft) will be provided by the City. <br />I. External visual inspection of the exposed shell and roof <br />2. Internal Inspection of all surfaces including the roof <br />underside/beams/shell/floor and all appurtenances; 3. Pit <br />depth measurements in areas of active corrosion; 4. <br />Damage from corrosion or other sources; 5. <br />Measurement of sediment accumulation (sample to be <br />taken if desired); 6. General conditions with regard to <br />health and safety; 7. Physical evaluation of the cathodic <br />system if present; 8. Check for evidence of earthquake <br />damage; 9. Deficiencies in relation to current safety codes; <br />10. Leak testing /evaluation; 11. Remove sealant sample for <br />testing. Sample site to be patched with NSF 61 approved <br />epoxy (Aquatapoxy); 12. Take additional measurements as <br />required. <br />Our team will provide: One potable water dive team; <br />decontamination procedure and materials; all diving <br />equipment— diving to be performed with dedicated for <br />drinking water only dry suits; digital still cameras and <br />underwater strobes; Color Video Cameras and lighting; <br />We will require from the city: All keys necessary to access <br />the site and the roof hatches; all exterior ladders required <br />to reach the roof; raised water levels at the time of boat <br />inspection to allow a thorough roof evaluation. <br />3.3 Civil and Mechanical Inspection <br />Our civil engineering and mechanical subconsultant, Dudek <br />will visit each reservoir site to observe and document the <br />condition of the exposed piping, valves, expansions joints, <br />and associated appurtenances associated with the inlet, <br />outlet, drain, and overflow pipes between the connection <br />to the reservoir structure and nearest isolation valve (up <br />to 20 feet away). Piping within on -site vaults or pumping <br />facilities is not included in this assessment. <br />TASK 4 — ENGINEERING SERVICES <br />Beyaz & Patel will summarize findings in a seismic, structural and <br />corrosion and security assessment Master Report of the concrete <br />reservoirs. This includes the following elements: <br />Structural and Seismic Evaluation <br />Following completion of the field investigation, Beyaz & Patel will <br />perform the seismic analysis for each reservoir/site to identify <br />deficiencies as reviewed against applicable codes and standard such <br />as CBC 2019, ACI 350 and AWWA. The seismic analysis for the <br />liquid inside the tank will conform to AWWA D-I00, which is based <br />on a two degree of freedom system (2DOF). The two degree of <br />freedom refers to the impulsive and convective components in a <br />seismic event. The impulsive component is the liquid that is <br />constrained at the lower portion of the reservoir. The convective <br />component is portion of liquid that is at the upper portion that <br />sloshes. The effect of these liquids will be analyzed and the <br />corresponding hydrodynamic stresses calculated. Peak ground <br />accelerations (PGA's) for each reservoir site will be obtained <br />through the location of longitude and latitude of each reservoir from <br />Beyaz & Patel <br />Statement of Qualifications j Page 6 <br />
