Appropriation Adjustments Recognizing WIOA 25% Dislocated Worker Funds <br />and National Dislocated Worker Grant <br />May 19, 2020 <br />Page 2 <br />DISCUSSION <br />On April 24, 2020 the City received an award of $360,000 in Federal Workforce Innovation and <br />Opportunity Act (WIOA) 25% Dislocated Worker funds to provide supportive services to individuals <br />who have not received wages above 400% of the Federal Poverty Level for the last six months and <br />impacted by COVID 19 (Exhibit 1). In an effort to act swiftly to help workers most impacted <br />financially, the Local Workforce Development Boards are requested to prioritize underserved <br />populations, particularly those in need of support services in the English Language Learner (ELL) <br />and ELL Navigator programs. These support services may include, but not limited to, equipment <br />necessary to telework (e.g. computer, internet, etc.), financial assistance with housing, utilities, <br />childcare, and transportation. Staff is working with the Housing Division and the Santa Ana COVID- <br />19 Emergency Rental Relief Fund and have identified a portion of these funds to pay utility and or <br />rent expenses for those who meet the Federal Poverty Level guidelines and were impacted by the <br />pandemic (Exhibit 2). <br />In addition, the City is expected to receive up to $175,000 in National Dislocated Worker Grant <br />(NDWG), Employment Recovery funds. To recover from the statewide impact caused by the <br />COVID-19 Coronavirus, project funds will be used to provide dislocated workers with employment <br />and training services to help them obtain permanent employment.
