Award Contract to International Line Builders, Inc. for <br />Euclid St at Hazard Ave Signal Modification <br />May 19, 2020 <br />Page 2 <br />DISCUSSION <br />The Public Works Agency was awarded a $306,400 Highway Safety Improvement Program (HSIP) <br />grant for this project, which was recognized in the Council -approved, Fiscal Year 2016-17 Capital <br />Improvement Program (CIP). At that time, a total of $54,000 of the grant funds were earmarked <br />for Preliminary Engineering and have been utilized to design the project. However, spending <br />authorization for the remaining $252,400 in Construction funding was not received until September <br />2019. The authorized construction allocation received is for $252,300, which is $100 less than the <br />original grant award. <br />Staff is requesting Council approval to recognize and re -appropriate the authorized grant allocation <br />of $252,300 of construction grant funding for expenditure in Fiscal Year 2019-20 to install left turn <br />arrows at the intersection of Euclid Street and Hazard Avenue (Exhibit 1). Once completed these <br />traffic signal improvements will increase traffic safety for motorists and pedestrians at this <br />intersection. <br />Additionally, staff is requesting Council approval for the reallocation of$62,482 in unspent Measure <br />M2 Local Fairshare funds needed to complete the total project's funding requirement. Upon <br />approval of the requested appropriation adjustment and reallocation, the total funds available for <br />construction will be $314,782, which is comprised of $252,300 in grant funding and the $62,482 in <br />reallocated Measure M2 Local Fairshare funding. <br />Public Outreach and Contractor Participation <br />To provide an opportunity for local vendors to submit bids, a Notice Inviting Bids was advertised in <br />the Orange County Register newspaper on February 5 and February 12, 2020. Bids were received <br />electronically via the City's web -based electronic bidding system, PlanetBids, on February 26, <br />2020. <br />A total of 267 vendors, including vendors in the City of Santa Ana, were notified of the project via <br />PlanetBids. Project advertisement was open in PlanetBids from February 5, 2020 through 2:00 <br />p.m. on February 26, 2020, for a total of 21 calendar days. Thirty vendors requested bidding <br />documents and three bids were received.
